Works with the Office of Board Members, Office of the Secretary, other divisions, and the International Finance staff to analyze and understand requests from Board members and senior officials across the Board and the Federal Reserve System. This includes identifying subject matter experts to address the request, develop and coordinate responses. Participates in drafting talking points, division wide-communication, and helping to set the agenda for division meetings. Assists with the day-to-day operations of the Program Direction office.

Summary
The chief of staff is a member of the Program Direction office, provides support to the division director on a wide range of priorities and projects, manages the research assistants and provides direction to the administrative specialists assigned to Program Direction. The chief of staff coordinates the preparation of briefing materials, policy memos and the FOMC briefing book. The duties involve working with the Office of Board Members, Office of the Secretary, other divisions, and the International Finance staff to analyze, understand, and coordinate responses to requests from Board members and senior officials across the Board and the Federal Reserve System. The chief of staff also participates in drafting talking points, division wide-communication, and helping to set the agenda for division meetings, in addition to assisting with the day-to-day operations of the Program Direction office.
Role & Responsibilities
· Manages the research assistants in the Program Direction office including, assigning work, managing schedules, providing input and review, communicating priorities, and performing other necessary functions.
· Creates a team environment for direct reports by fostering collaboration and open communication, building consensus, and recognizing team successes.
· Assigns and directs work; reviews output of research assistants and provides feedback; recruits, interviews, and selects candidates; provides opportunities for training and development; conducts performance appraisals; recommends promotions; and, when necessary, recommends disciplinary action.
· Serves as a critical link between the director and executive leadership and IF staff and stakeholders, helping to discern priority matters and ensuring effective use of the director’s time and attention.
· Directs, reviews, and partakes in the preparation, coordination, and quality review for a portion of the division’s policy work including policy memos, briefing materials and the FOMC Briefing book for governors and other senior officials.
· Serves as a liaison between the director, the FOMC briefer and the Program Direction research assistant. Provides guidance as conveyed by the director and relays important information between the various parties assigned to the FOMC round.
· Works closely with division staff and with staff in the Office of Board Members, Office of the Secretary, and others to analyze and understand requests, identify drafters, develop, and coordinate responses involving multiple parties. This also involves tracking progress, quality assurance and resolving issues to meet tight deadlines.
· Organizes and coordinates work-streams across the division to compile and distribute outputs to both the division director and senior leadership.
· Develops, organizes, and coordinates, and implements internal communication plans and tactics to support the division’s objectives. Help prepare the director for various meetings, including coordinating or drafting remarks, talking points and presentations for the director; and advises on attendance of speaking engagements.
· Helps direct and execute the day-to-day operations of the Program Direction office and recommends and implements improvements to the efficiency and effectiveness of the Program Direction section’s processes and procedures.
· Provides input into a wide variety of international macroeconomic and financial topics to help with the development of various materials for both internal and external stakeholders.
· Provides direction to the assistant to the director/admin specialist, providing them with guidance and instructions.
· In coordination with the International Engagement & Strategy section, assists the director with maintaining and developing relationships with key stakeholders, including high-level external contacts to promote the work of the division.
· Reviews the agenda for division-wide staff meetings and adds topic items for the director as needed. Provides recommendations and/or confirm agenda topics with senior leaders for division meetings.
· In coordination with the division’s diversity, equity & inclusion (DE&I) program management analyst, assists the director with diversity, equity, and inclusion (DE&I) responsibilities, including creating materials, communications for external and internal DE&I engagements and meetings.
· Assists with end of day messages to highlight items to the director that have not been addressed or need director’s input for resolution.
In addition to the above, an economic chief of staff roles and responsibilities include:
· Provides a technical expertise on a wide variety of international macroeconomic and financial topics.
· Applies extensive experience to monitor and conduct analysis of macroeconomic and financial data, central bank actions and communications, to advise the Director and senior leadership
· Participate in the division’s policy-oriented work, consisting of communications and briefing materials for the Board, FOMC, and policy memos for senior policymakers.
Position Requirements/Qualifications
The chief of staff requires a minimum of a bachelor’s degree in economics, finance, business administration or related discipline. This position requires intermediate level of knowledge of macroeconomics and financial topics and issues and a minimum of eight (8) years or master’s in economics, finance, business administration or related field, plus a minimum 7 years of professional experience.
The economic chief of staff requires a PhD. in economics, finance, or a related discipline, plus a minimum of three (3) years of post-PhD experience and competence in the application of advanced theoretical and quantitative techniques in economics, finance, or a closely related field.
A minimum of 2 years of prior people or program/project management experience is a plus, including demonstrated ability to direct and develop staff, set priorities and expectations, give appropriate feedback, and assess staff performance.
Knowledge of the Federal Reserve and understanding of the roles and functions of other divisions are preferred. Must possess excellent interpersonal skills, collegiality, teamwork, professional demeanor, and strong work ethic. Ability to use tact, and diplomacy is essential. Must be able to work effectively and constructively with senior officials across the Federal Reserve System. Must abide to a high degree of confidentiality and ensure the protection and proper handling of confidential and sensitive information. Requires strong analytical ability, sound organizational skills and the ability to prioritize multiple tasks. Must have demonstrated expertise in Microsoft Office applications

This position is in Washington, D.C. & offers a hybrid work environment, with opportunities to both telework and work onsite. Some onsite presence will be required.
