The Opportunity
Abt seeks Multifamily Housing Closing Consultants to support our work on the HUD-funded Green and Resilient Retrofit Program (GRRP). The program provides HUD-assisted multifamily housing property owners with capital resources to reduce carbon emissions, make utility efficiency improvements, incorporate renewable energy, and make their properties more resilient against the effects of climate hazards. As one of HUD’s Multifamily Assessment Contractors, Abt will serve as the liaison between HUD and the property owner, assisting the property owner through the GRRP process: (1) Initial Property Desk Review; (2) Owner and Resident Engagement and Planning; (3) GRRP Property Assessments; (4) Phase II Environmental Site Assessment Report; (5) Development of the GRRP Scope of Work; (6) Development of the Transaction Plan; and (7) GRRP Transaction Closing Support. This consultant will support Abt's work.
Core Responsibilities
Property owners participating in GRRP will develop a scope of work for the retrofit/construction that will occur at their properties and a detailed plan for financing the retrofit/construction. Property owners will likely use a combination of financing for the retrofit/construction and will require support to develop loan closing packages. The Closing Consultant will provide the GRRP property owners with loan closing support (step 7 in the above-listed process). Closing is a multi-step process involving Abt, the property owner, HUD, attorney(s), and, as applicable, lender(s) and investor(s). The closing process involves back-and-forth reviews of the required closing documents, primarily among attorneys representing each party. The GRRP Closing Package may consist of, but is not limited to: (1) GRRP Commitment; (2) GRRP Loan or Grant Documents; (3) GRRP Use Agreements; (4) GRRP Escrow Deposit Agreements; (5) Housing Assistance Payment (HAP) Contract(s); (6) Title and Survey Materials; (7) Required Certifications; (8) Required Legal Opinions; (9) Owner’s Organizational Documents; (10) Other Financing Documents; and (11) Construction Documents. The full package of required documents will be dependent on the scope of work and certain property characteristics.
This consultant will facilitate communication with the property owner and, as applicable, the attorneys, to ensure that the review, negotiation, and decision-making is proceeding expeditiously. The Closing Consultant will also assist the property owner with assembling the documents and with answering questions. The Closing Consultant will not act as a representative of the property owner and is not expected to review or negotiate the closing documents.
What We Value
Experience conducting the loan closing process for HUD-assisted multi-family housing programs (Section 202 Supportive Housing, Section 811, Section 236 and Project Based Rental Assistance), including preparing closing packages, for HUD-assisted multifamily housing projects.
Ability to work collaboratively with an interdisciplinary team.
Ability to work independently with minimal guidance and to meet deadlines.
Excellent interpersonal, communication, customer relationship skills.
