Required Qualifications
Possession of a high school diploma or an appropriate equivalent
plus
ten years' subprofessional engineering experience. (Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)
OR
Possession of a certificate of Registration as a Professional Engineer in the State of Maryland.
Knowledge, Skills, and Abilities (Entry Level)
Knowledge of drafting materials, instruments, and techniques. Knowledge of mathematics, including algebra, geometry, trigonometry, and the use of logarithms. Knowledge of land surveys, deeds, plats, and construction drawings. Knowledge of the principles and practices of engineering design work.
Skill in performing drafting, computational, and design work. Skill in solving mathematical, design, and drafting problems. Skill in the preparation and analysis of engineering drawings, plans, and specifications. Skill in conducting field investigations. Skill in the preparation of technical and statistical reports. Skill in reviewing building construction plans for private residences and commercial projects.
Ability to lead and instruct others. Ability to establish and maintain effective working relationships with associates and the public. Ability to operate computers and peripheral equipment to perform drafting and design work and conduct engineering studies. Ability to manage capital improvement projects.
Knowledge, Skills, and Abilities (Full Performance)
Knowledge of County and Departmental rules, regulations, policies, and
procedures. Knowledge of County engineering standards, codes, and specifications. Knowledge of the principles, practices, and techniques of computer aided drafting and design. Knowledge of computers and software used in GIS, computer modelling and engineering studies.
Skill in performing computer aided drafting and design. Skill in the operation of computers and peripheral equipment to conduct engineering studies and solve technical problems. Skill in leading and instructing others. Skill in managing capital improvement.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience as stated on their application. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
