TOTAL COMPENSATION PACKAGE: Salary for this position is $18.50-$20.50 per hour, depending on experience. CAPS offers a generous benefits package available on the first day of the month after your date of hire that includes:
- Medical insurance through Kaiser or Sutter 80-95% paid by the employer for employee premiums plus 50% paid by the employer for dependent coverage

SUMMARY OF POSITION:
Under the supervision of the EHS Home Visitor Supervisor , and under the direction of the Education Manager, the Perinatal Home Visitor is responsible for the overall implementation of an integrated, family focused, home based program serving perinatal women and their families; in the Early Head Start Perinatal Home Visiting Program. All duties shall be carried out in compliance with ACF Performance Standards, the Service Area Written Plans, and California State Licensing regulations
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to the following:
- Becomes familiar with Early Head Start/Head Start goals and objectives, policies and procedures, and is able to communicate them to parents and the community.
- Integrates Parent Family and Community Engagement Outcomes during visits.
- Works with the family unit for at least 90 minutes each week supporting connections to healthcare services, educational services, and social services via resource and referral.
- In partnership with the participating family member, assesses the strengths and needs of each enrolled family.
- Implements the Partners for a Healthy Baby and Ready Rosie parenting curriculum
- Develops and implements an individualized Family Partnership Plan, sensitive to the cultural and socioeconomic background of the family, which encourages and promotes the family’s achievement of self-sufficiency and is based on their self-determined Strengths and Needs.
- Maintains and updates Family Partnership Plans with each family throughout the time of service.
- Acts as an advocate for the families in linking them to needed community services and resources.
- Plans and conducts parent education meetings/trainings in collaboration with the EHS Home Visiting team, based on the needs and interests of the participants.
- Participates in case management conferences for their Early Head Start Perinatal Participants and families.
- Arranges for and/or supports in direct transportation to appointments for participants as needed and when possible.
- Reinforces the role of the parent as primary caregiver and educator of their child.
- Screens each prenatal client for postpartum depression and provides referrals to maternal mental health providers or programs that assist in perinatal mood disorders, when needed.
- Shares information with participants on a regular basis regarding the growth and development of their child.
- With parent input and in collaboration with the EHS Home Visiting team, conducts a bi-weekly socialization experience for all families.
- Incorporates health/dental, safety, mental health and nutrition education into the weekly visits throughout the enrollment period, provides regular follow-up for required prenatal and well-baby exams, collects necessary forms/documents and supports in any needed follow-up obtained.
- Supports parent involvement in community groups/ activities.
- Interpersonal communication skills and the ability to build strong relationships while maintaining appropriate boundaries
- Works closely with all staff to promote and maintain a high level of parent participation in Early Head Start activities ensuring that the parents are aware of and understand the full range of options available to them in becoming actively involved in Early Head Start/ Head Start.
- Completes required records and documentation in a timely manner.
- Identifies own training needs and seeks opportunities for individual growth.
- Attends in-service and training as required.
- Supports any other assigned home visiting within the EHS program
- Other duties as assigned
SUPERVISORY RESPONSIBILITIES:
- Does not directly supervise other staff.
REQUIRED QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education /Experience:
- 12 units in Early Childhood Education required. 3 units in Infant/Toddler, or willingness to complete and/or enroll within 6 months of hire. Knowledge/training in Infant Development preferred.
- An A.A. in Child Development, Early Childhood Education, Social Work, Women’s Health Care, Adult Development, Diverse Cultures or related fields such as Midwife or Doula; greatly desired. OR Home Based Child Development Associate - CDA
- Knowledge of the Perinatal period (Prenatal, post-partum, and young infant) desired
- Knowledge of infant development, Family Development and community resources desired.
- Minimum two years of experience working closely with families.
IN ADDITION TO ABOVE:
- Valid California Driver's License and a properly insured vehicle for use on the job
- Prior to beginning work, must be able to pass the background check by the DOJ.
- Current TB clearance (within one year).
- MMR, Tdap vaccinations required and Flu shot highly recommended.
KNOWLEDGE AND SKILLS:
- Communicate effectively verbally and in writing with other adults from different cultural or socio-economic backgrounds
- Ability to work in a team environment.
- Bilingual English/Spanish skills required for this position
- Basic computer skills required
- English skills both oral and written required
- Knowledge of Head Start Performance Standards preferred
- Demonstrated ability to create and maintain healthy boundaries with clients, especially in high stress or emotionally charged situations

WORK ENVIRONMENT : Home visiting will require the employee to spend time in the client's homes or other locations of convenience to the participants. Outside of direct service to the program participants, the majority of the work will operate in a professional office environment. The noise level in the work environment is usually moderate. There is also a requirement of 2 monthly socializations and a Parent Meeting that will need to be scheduled for all of the families to come together at one location.

- Highly dependable, takes initiative, has good judgment and is able to function with minimal supervision.
- Able to work effectively with families and groups of newborns and/or young infants from diverse backgrounds.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to sit; use the computer keyboard and mouse, use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee will also be required to stand, walk, stoop, crouch, and lift/move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
