THE POSITION
The City of Santa Barbara Community Development Department is seeking a Community Development Programs Specialist. This position coordinates and supports the Community Development and Human Services funding processes and grant administration; monitors the Community Development Block Grant (CDBG) and Human Services contracts, processes payments and maintains grant files and financial accounting documentation. Inputs CDBG and HOME project information into HUD’s mainframe computer system and requests draws. Assists with staff support to the Community Development Human Services Committee; provides information and technical assistance on CDBG regulations, human services funding processes and City ordinances, i.e., Rental Housing Discrimination, Mobile Home Leases Ordinance; prepares special and ongoing reports and other information, including mandated CDBG Consolidated Plan, Annual Plan, Consolidated Annual Performance and Evaluation Report (CAPER), environmental clearances, related grant applications, and other HUD reports as needed; provides staff response and input for HUD audits and monitoring; monitors CDBG sub-grantee performance and federal regulation compliance and ensures that Federal Grant Standards are met, including Davis/Bacon Prevailing Wages, Fair Labor Standards, Equal Opportunity and Fair Housing; monitors progress of CDBG capital improvement projects; develops and conducts public information campaigns for fair housing, CDBG and human services; provides technical information and assistance to both landlords and tenants concerning fair housing and mobile home park issues; conducts limited complaint investigations, and assures compliance with Federal, State, and local fair housing laws and ordinances; assists in the development and maintenance of homeless programs.
