This position is within the Under Secretary of Defense for Research and Engineering (USD (R&E)), Executive Director, Developmental Test, Evaluation, and Assessment (DTE&A) organization to serve as a MITRE subject matter expert to help DoD deliver capabilities to warfighters with greater speed and agility using Digital Engineering practices and automated test and evaluation tools. The SME will serve as a deputy task lead to the MITRE digital engineering Initiative lead and will provide SME support to other DoD sponsors on topics related to Digital Engineering, Modeling and Simulation, and automation to support test and evaluation. MITRE is developing a roadmap to implement DTE&A’s developmental Test and Evaluation as a Continuum (dTEaaC) framework to deliver capability at the speed and scale of relevance. MITRE’s efforts are focused on building the foundation for aligning test and evaluation with model-based engineering development and application, ensuring an integrative environment between mission engineering, systems engineering, and model-based testing processes.
Responsibilities include:
- Developing and updating T&E processes and guidance to promote dTEaaC tenets for acquisition and test and evaluation communities, that incorporates establishing a campaign of learning across the capability development lifecycle, practical implementation of model-based decision support enterprise framework, and aligning T&E with the digital ecosystem, in collaboration with Government and industry stakeholders.
- Planning and implementing workshops to foster DoD components’ collaboration and share new research, emerging technologies, and methodologies in digital engineering to support test and evaluation.
- Assist the task and project in defining a vision for an integrative environment between mission engineering, systems engineering, and model-based testing processes.
- Collaborating with FFRDCs, UARCs, Academia, and industry to further advance dTEaaC by examining external research initiatives, assessing range of options, and prioritizing a set of actions to inform DTE&A’s roadmap activities.
- Authoring articles, papers, and presentations in digital engineering best practices and lesson learned, emerging areas, new concepts, and exemplar programs across the department.
- Working across MITRE’s MNS cross cutting priorities, labs, and other MITRE FFRDCs to address expanding sponsor needs, and leveraging synergies with internal and external partners to build and deliver T&E capabilities
- Providing task management support to the MITRE task leader, to include defining and managing execution of initiative tasks, completing reporting requirements, capturing product impact metrics, and briefing task updates to sponsor leadership
- Serve as a subject matter expert on Government and industry digital engineering best practices to create timely and actionable recommendations and solutions.
- This position requires a minimum of 4 days a week on-site.
Required Qualifications:
- Typically, 8 years of related experience with a bachelor’s degree in electrical engineering, physics, computer engineering, mathematics, systems engineering or similar field; or 6 years and a master’s degree; or a PhD with 3 years’ experience.
- Knowledge and experience with software development lifecycle from business modeling to requirements modeling to testing, deployment, support, and maintenance.
- Experience in leading or actively participating in developing and implementing strategic reforms in the area of Digital Engineering through workshops and multi-stakeholder engagements
- Experience in software and system modeling and model-based engineering
- Experience with implementation of digital engineering practices and tool integration in support of test and evaluation
- Excellent communication skills to effectively articulate dTEaaC to different audiences; from high-level descriptions to detailed explanations.
- Excellent writing and public speaking/presentation skills to effectively write and present technical and non-technical briefings, memos, and formal reports.
- Candidate has an active DoD Secret clearance with ability to obtain and maintain a TS/SCI
Preferred Qualifications:
- Exp MS and 10+ years of related experience
- Candidate has an active DoD TS/SCI clearance
