Under direction of the Information Systems Manager, a Control Systems Supervisor plays a critical role in overseeing the operation and maintenance of the Supervisory Control and Data Acquisition (SCADA) system, Distributed Control System (DCS), and other control systems for the District. This position requires a dynamic individual with a strong technical background in operational technology (OT), exceptional leadership skills, and meticulous attention to detail.
The recruitment process will consist of an application screening, 1st round (structured) interview, and 2nd round (selection) interview. The tentative date ranges for the interviews are listed below:

Supervises the operation and maintenance of the SCADA systems for all District facilities including water, wastewater, and composting.
Manage SCADA related projects, including systems upgrades, expansions, and integrations.
Coordinates connectivity to the District’s SCADA and programmable logic control (PLC) network communications equipment.
Serves as the liaison between district staff and various consultants; participates in purchasing equipment and software and securing contracts for support of control systems.
Maintains contracts for continuing support/maintenance of hardware and software.
Develop and oversee the successful execution of project plans, budgets, and timelines.
Design, configure, and maintain the SCADA system to ensure optimal performance and reliability.
Supervise and lead a team while providing guidance, training, mentorship, and support to ensure efficient system operation.
Ensure adherence to the District’s established standards for SCADA hardware, software, and processes.
Develop and maintain standard operating procedures (SOPs) for SCADA system operations.
Generate reports and analyze data to optimize system performance and support decision-making processes. Assist in preparing and maintaining documentation for audits and regulatory reporting.
Monitor SCADA system data and health to detect anomalies and irregularities, troubleshoot issues, and implement necessary upgrades or improvements.
Coordinate with Information Technology (IT) and Information Systems (IS) professionals to maintain network connectivity and system interfaces.
Ensure that all SCADA systems and related processes comply with industry regulations, safety standards, and environmental requirements.
Stay updated on industry best practices and emerging technologies in SCADA systems and recommend improvements as necessary.
Coordinate with other IS staff to Implement and enforce cybersecurity measures to safeguard SCADA systems and critical infrastructure.
Respond to system emergencies and alarms promptly, coordinating with relevant teams to resolve issues and minimize service disruptions.
Foster a collaborative and high-performance work environment, promoting teamwork and continuous improvement.

EDUCATION: Equivalent to a Bachelor’s degree in Electrical Engineering, Computer Engineering, Computer Science, or related field with significant coursework in computers, systems analysis, and programming is required.
EXPERIENCE: Five (5) years of recent paid work experience in SCADA system operations and maintenance with strong knowledge of SCADA hardware and software, PLCs, HMI, and network communication protocols is required. Experience coordinating, training, or providing general supervision to others is desirable. Familiarity with water and wastewater treatment processes is a plus.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
A valid California class C driver’s license must be maintained at all times.
DESIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
A Grade IV Electrical/Instrumentation Technologist issued by the California Water Environment Association (CWEA); a certified Automation Professional (CAP) or Certified Control System Technician (CCST) issued by the International Society of Automation (ISA); a California-Licensed Professional Engineer- Control System Engineer or Electrical Engineer designation.
