Cleveland-Cliffs is looking for a Manager of State & Local Tax to directly manage state and local tax compliance, provision, apportionment, audit inquiries and controversies. This individual will work with Senior Tax Analysts and Tax Analysts in multiple locations to develop, train and provide guidance to these individuals with respect to their roles and responsibilities related to state and local taxes. The Manager, State & Local Tax will also assist with corporate federal tax return preparation and review. This individual will interface with other Cleveland-Cliffs Inc. (CCI) departments (e.g., Accounting, Commercial, Financial Planning, Legal, Treasury, etc.) and, where applicable, CCI’s external advisors in accomplishing the above. The individual filling this position will be a direct report to the Senior Manager, Tax.
Summary of Responsibilities:
- Directly manage and ensure accuracy in the preparation and timely submission of all state and local income tax returns and supporting work papers and files for CCI entities. This includes gathering, processing and adjusting financial information, detail reviewing, providing guidance, and utilizing software applications to effectively generate the tax returns as well as supporting work papers while providing a clear audit trail to source documentation.
- Directly manage the development of separate company and consolidated projections of current and future CCI state and local income taxes (provisions/liabilities/assets), including those utilized in determining and supporting interim and annual accounting for income taxes and estimated tax compliance reporting.
- Assist with the preparation, review and submission of federal income tax returns and supporting work papers and files for CCI entities.
- Assist with federal income tax calculations and documentation related to interim and annual accounting and estimated payment filings.
- Manage tax research and planning to minimize state and local income tax liabilities.
- Manage state and local income tax audits and inquiries, including direct correspondence with exam teams regarding query responses, preparation of Company defense and alternative settlement positions, preparation of tax submissions, protests and appeals; and, where applicable, representing the Company at meetings and hearings.
- Develop and document Company state and local income tax positions, as well as provide guidance on complex state and local income tax issues.
- Analyze new and proposed state and local income tax legislation and regulations, reporting requirements, court cases as well as federal tax matters, identifying potential impacts to CCI and actions to be taken; Assist in coordination with external tax advisors and consultants on special projects.
- Actively identify and implement tax department process improvements including, but not limited to, utilizing software to its maximum potential.
- Participate on quality improvement teams.
- Assist with transfer pricing policies and documentation.
- Minimal travel to other CCI sites
Minimum Qualifications:
- At least 6 years of experience in a corporate tax department or public accounting firm working directly on the preparation and review of consolidated and complex state and local income tax returns as well as experience in preparing and reviewing corporate income tax returns, specifically Form 1120.
- Bachelor’s degree in Accounting/Finance required.
- Strong knowledge of state and local income tax rules and concepts, including: nexus; unitary and combined returns; apportionment; required state modifications; and proper reporting for state and local income taxes under ASC 740 and business combinations under ASC 805.
- Proficient in Onesource Income Tax or similar software used in the preparation of corporate state and local and federal (i.e., Form 1120) income tax returns.
- Possesses strong technology skills, knowledge of information systems.
