This posting will be used to fill Full-time, Safety Sensitive, Solid Waste Crew Supervisor positions in the Department of Public Works, Waste Management Division.
This position is responsible for managing, inspecting, or scheduling operations that transport goods from one location to another such as trucking, routing and delivery businesses. This position involves the operation of equipment of all or some of the following: roll-off trucks, backhoe loaders, stationary compactors and dumpsters. This position enforces environmental regulations to ensure compliance with environmental regulations.
This is supervisory level work in one of the County's solid waste convenience centers.
NATURE AND VARIETY OF WORK
Employees supervise a crew of workers at a convenience center to move solid waste and direct citizens and contractors where to drop off recyclables. Employees supervise a crew at each convenience center and also operate equipment and direct citizens to specific trash and recycling locations. An employee in this class has considerable contact with citizens, contract haulers, and other county employees in explaining, assisting, and coordinating convenience center operations.
An employee supervises the daily operations of convenience center activities. Activities involve providing a safe and efficient facility for county residents to drop off trash, tires, construction materials, concrete, brush, metal and to deliver recyclable materials such as paper, cans, bottles, oil and batteries; work requires preparing a variety of records and reports. The complexity of work involves ensuring customer satisfaction, maintaining operations during equipment breakdowns, and planning for operational and equipment needs to maintain quality services. The scope of work impacts County citizens and other employees within the County. There is considerable independent judgment exercised in completing work assignments. Work is reviewed by a higher-level supervisor for quality assurance in services provided and successful implementation of assigned projects. Work requires skill in operating all pieces of equipment when work demands or staff shortages occur. Physical effort is required in operating equipment and walking, bending, and climbing to check on work progress and inspect drop off sites. There is exposure to all types of weather conditions and hazardous waste materials.
Work requires performing the duties and responsibilities of a higher-level supervisor when required.

Supervises the convenience center operations where residents of the County can drop off residential trash and recyclables.
Coordinates the transportation of trash and recyclables by employees and contractual haulers.
Supervises employees engaged in operating roll-off trucks, backhoe loaders, stationary compactors, dumpsters, lawn tractors and related equipment.
Ensures proper procedures are followed by County residents in dropping off trash and recyclables.
Prepares work order requests to repair facilities, completes vehicle accident reports; workers' compensation employer's first report of injury; reports on number of customers using a convenience center; and submits inspection reports of maintenance yard condition.
Prepares work schedules, approves leave requests, evaluates work performed by employees, reviews and attempts to resolve employee grievances, and recommends hiring of employees.
Operates a variety of equipment during peak demands and in the absence of employees.
Meets with contractors and contractual employees in coordinating removal of trash and recyclables from the convenience center.
Meets with the general public in answering questions, resolving complaints, and providing assistance on convenience center operations and regulations.
Ensures all preventative maintenance work is completed on vehicles and equipment such as changing oil, tires, batteries, and coolant.
Ensures that vehicles and equipment are operated and maintained in a safe and efficient manner and in compliance with applicable laws and regulations.
Observes and enforces safety rules, regulations, standards, policies and procedures.
Inspects convenience center area for compliance with environmental standards.
Maintains an excellent appearance and cleanliness of convenience center and employee work areas.
Attends and conducts training on safety and environmental regulations.
Makes recommendations on new policies and procedures.
Submits recommendations, advises on, and coordinates Capital Improvement Project planning and implementation.
Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of solid waste management services involving the disposal, collection, and recycling of materials.
Knowledge of Federal, state, and local laws on occupational safety, handling of hazardous waste and collection, and recycling of waste materials.
Knowledge of public works functions, operations, and administrative procedures.
Knowledge of monitoring contractual transportation services involving trash and recyclables.
Skill in operating a computer and using software applications.
Skill in operating various pieces of light and medium vehicular equipment.
