The Prince George's County Government Board of Elections is seeking qualified applicants to fill a Budget Management Analyst I position, grade G18, within its Elections Administration Division.
About the Position: This is an entry-level trainee professional level staff work, either assisting with conducting detailed analyses and providing recommendations concerning County Government or other County Agency's operating and capital budgets, performing moderately complex special issue and project management assignments, and/or performing program evaluation and management analyses assignments. Personal contacts for employees in this class are primarily with other employees and supervisors in the Office of Management and Budget, and Budget Management Liaisons within assigned Departments/Agencies. The purpose of these contacts is to advise, persuade, often negotiate, and otherwise present analyses and recommendations about issues which have significant impact on operating and capital budget formulation and decision making, and other issues which have either political, legal, fiscal, social, environmental, tax rate and/or service delivery implications. While this class of work occasionally requires employees to meet or speak before the general public and citizen groups, it does not require incumbents to provide direct public service or assistance on a one-to one basis.
Due to the nature of the service provided by this agency, all employees are considered essential during an election cycle. The election cycle begins three months prior to an election and one month following the election. As an essential employee you WILL NOT be authorized to take leave during an election cycle. Additionally, you will be required to work specified weekends and holidays.
Examples of Work
What You'll Do:
Assist in performing the full range of budgetary analysis for the Board of Elections.
Assist in budget preparation and evaluation of budget submissions for technical compliance and for funding implications.
Assist in analyzing and recommends action to be taken concerning requests for reallocation of funds and supplemental appropriations.
Ensures proposed transactions comply with rules, regulations and laws, and represent most cost-effective means of accomplishment.
Participate in budget meetings with agency representatives and County Council.
Monitor operational and payroll budgets; recommend cost saving measures where appropriate.
Create funds reservations to encumber funds for ongoing contracts.
Assist Office Manager with processing payroll for Election Judges and Election Day Technicians.
Work with staff to appropriate funds for office supplies, IT Projects and initiatives.
Approve purchase card transactions and create journal entries.
Serve as department liaison to the Office of Management and Budget and Department of Finance to resolve discrepancies with budget.
Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
Qualifications
What You'll Need:
Bachelor's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
An equivalent combination of education, training, and experience will be considered.
Preferred Qualifications:
Ability to analyze, interpret and report research findings and recommendations, both orally and in writing.
Ability to use automated systems technology and software as tools for analyzing operating and capital budgets and related matters.
Ability to attend meetings or perform other assignments at locations outside the office, if necessary.
Knowledge of the principles, practices, methods and techniques of budgeting and program evaluation.
Knowledge of the laws, rules and regulations governing the preparation, review and implementation of operating and capital budget requests.
Knowledge of the research and statistical principles, methods and procedures applicable to government budgeting and accounting, or management analyses, and data processing.
Considerable skill in expressing ideas, conclusions and recommendations effectively, clearly and concisely, both orally and in writing.

CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:
Meet all training and performance standards and demonstrate proficiency as required by the agency.
