SALARY RANGE: $68,289.00 - $109,521.00 ANNUALLY

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

CLASS DESCRIPTION
Baltimore City Information Technology (BCIT) is looking for an Information Security Specialist with a focus on end-user Identity and Access Management. In this role you will be responsible for creation, update, disabling, troubleshooting, and ultimately resolving end-user identity access requests. In addition, you will conduct gap analysis activities and provide recommendations for addressing shortfalls in BCIT’s IdAM workflow and processes. Finally, you will collaborate with the Information Security team, BCIT and Agencies to support the centralization of access controls and security best practices. This is a challenging role within a growing information security team, and your opportunity to grow into IdAM subject matter expert, while broadening your skills in enterprise-wide information security program implementation.

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have an associate degree.
AND
EXPERIENCE: Have two years of computer and customer support, applications analysis, and/or data security and testing experience. Verbal and written communication skills.
Previous IT experience in government is preferred.
OR
NOTES (EQUIVALENCIES): An equivalent combination of education and experience. Technical credentials may be substituted for six months of experience or education. Multiple certifications may receive additional credit towards education/experience.
LICENSES, REGISTRATIONS AND CERTIFICATES: Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.
KNOWLEDGES, SKILLS AND ABILITIES
- Knowledge of the installation, maintenance, and enhancement of microcomputer systems and mainframe client servers.
- Knowledge of the interrelationship of systems analysis, computer programming, and information technology operations.
- Knowledge of current trends and developments in network-based communications systems.
- Knowledge of computer-based communications protocols.
- Skill in developing database queries and generating reports.
- Skill in installing, repairing, and troubleshooting network programs, hardware, and systems.
- Skill in cartographic map design, accuracy of presentation with required map components and elements, layout and design.
- Ability to analyze, apply logic and solve technology problems.
- Ability to establish and maintain effective working relationships with vendors, management, technical co-workers and support specialists, and system users.
- Ability to design complex systems consisting of a wide variety of programs, procedures, and forms.
- Ability to schedule and perform preventative and corrective maintenance procedures and repairs.
- Ability to write detailed technical reports and analyses.
- Ability to develop a working knowledge of computer systems software and operating systems.
- Ability to develop systems software and systems software testing procedures.
Primary Responsibilities:
Support the implementation of identity and access management tools and best practices for the City’s employees and contractors.
Create, update, maintain, and disable end-user identity records in active directory.
Support the handling of accelerated identity and access management requests.
Support the centralization of access controls across the city to mitigate digital identity risk across a broad range of tools (e.g., Active Directory, Okta, Workday, Domain Design, Geofencing, Privileged Access Management, etc.).
Support security administration of the City’s Workday Enterprise Resource Planning (ERP) system.
Support the regular review and administration of privileged or administrative credentials.
Support the maintenance and update of standard operating procedures and process flows in alignment with the City’s IT security standards.
Review, analyze, and provide feedback to ensure continual process improvement.
Ensure high quality service and a high level of customer service to the user community.
Collaborate across teams to ensure the timely fulfillment of access requests and identify process improvements.
Support the diagnosing of issues and exercises to address root cause.
Be available to respond to after-hours requests as required in a 24x7 environment.
Support the capture and reporting of monthly metrics and identifies opportunities for process improvements.
