ABOUT THE ASSIGNMENT:
Salary $58.37 - $70.95 Hourly
This is a temporary, short-term assignment. Under the terms of the City’s benefits plan and policies, incumbents will not be eligible for City benefits due to the provisional, temporary, short-term duration of the assignment. Provisional appointments with the City are “at will.” The temporary assignment is for no definite term but is subject to the provisions set forth in the Azusa Rules of the Civil Service System Sections 2.40 Provisional Appointment and 4.2.10 Provisional Employees (currently set at a maximum of 960 hours per Fiscal Year).

DEFINITION
Under general supervision, performs police civilian investigations involving data collection, interviewing of witnesses, suspects, victims, and specialists, the analysis of evidence, and the presentation of findings and reports used in the prosecution of crime; prepares and coordinates press releases; serves in other special assignments; performs related duties as required.
Essential Functions
CLASS CHARACTERISTICS
The Police Civilian Investigator is professional-level classification assigned to the Operations Division within the Police Department. The incumbent manages information regarded confidential and sensitive and is tasked with preparing search warrants and gathering and cataloguing evidence to be used for investigative cases.
SUPERVISION EXCERCISED
Receives supervision from the Police Department Operational Division Supervisor; exercises no supervision.
ESSENTIAL FUNCTIONS
- Determines appropriate analytical methods and information-gathering processes that are relevant to the particular cases.
- Collects, packages, and books evidence; researches and obtains required information and data for particular case; prepares search warrants and establishes other law enforcement agencies that should be involved in the cases.
- Interviews witnesses, victim, suspects and specialists in order to understand the nature of the crime, probable causes, motives, and potential violations of criminal and civil law.
- Prepares and shows photo line-ups to identify potential suspects; research local, State and federal databases.
- Writes police reports to document findings, including supplemental reports, crime reports, and property reports.
- Discusses findings and alternatives with other police personnel in preparing cases and evidence, and provides referrals to other agencies.
- Testifies in Court proceedings.
- Performs related duties as required.
Qualification Guidelines
QUALIFICATIONS
Education and/or Experience
- Education: HS/GED. Associate’s degree in criminal justice or related field is preferred. A bachelor’s degree is highly desirable.
- Experience: Three (3) years of field investigative experience involving public contact for a police or criminal investigation agency.
Licenses or Certification
- Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship.
- At least 21 years of age at time of appointment.

- Protocols involving sexual assault, child abuse, domestic violence.

Special Requirements
Due to the highly confidential and sensitive nature of this position, candidates will be required to undergo and successfully complete a thorough background, polygraph and psychological screening in addition to the standard pre-employment examination process.

Environmental Conditions
- Work is performed primarily in a standard office setting and in the field.
- Work in the field includes driving to attend meetings at police facilities, travel to and from crime scene and interview locations, and appearances at court proceedings.
- Interface with victims, suspects, and repeat offenders.
- Incumbents may be required to work extended hours including evenings and weekends from time-to-time.
Physical Conditions
- Stand or sit for prolonged periods of time.
- Occasionally stoop, bend, kneel, crouch, reach, and twist.
- Lift, carry, push, and/or pull light to moderate amounts of weight.
- Operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard.
- Verbally communicate to exchange information.
