The ideal Candidate hired will be under general administrative direction of the Safety, Security and Regulatory Compliance Manager, performs a variety of progressively more complex duties related to the Agency's Loss Prevention & Security assist with Agency emergency preparedness planning, responsible for the Security Outreach Program working closely with local, county and state law enforcement agencies to ensure agency to agency comradely is achieved. The position is involved with every aspect of security relating to new projects and the absorption of the new projects into daily security oversight. Security is involved in CCTV, lighting, crime prevention through environmental design, card access, sensitive security information, signage, security officer deployment, and Security Contract oversight.
OmniTrans is the largest public transit operator in San Bernardino County transporting 11 million passengers per year. Examples of Duties

Oversight responsibility for all Agency loss prevention & security related issues arising at Omnitrans facilities, on bus routes, at transit centers, and onboard Coaches.
Primary point of contact for security services contract, electronic surveillance & access control system contract.
Security Services Project Management – project management to security contract.
Maintain the Separated Employee Notifications – Create and send notification to security.
Manage the IVECS - SEPC as the program manager and is responsible for the quarterly meeting (agenda, notifications, etc.) and monthly "net" scheduling.
Oversee Key Management Program–responsible for checking in/out Agency keys.
Manage the Annual Great Shakeout program – responsible for registering, articles, forms, etc.
Responsible to develop and deliver Quarterly Security Campaigns and new Coach Operator training
Develops and/or conducts employee training and awareness programs in the areas of loss prevention, security, violence in the workplace prevention and countermeasures, and crime prevention.
Responsible for annual Fire Drill – Arrange for fire drill training and execution, with after action reporting.
Primary Point of Contact for Law Enforcement– Work with law enforcement on video requests, bus video requests, etc.
Board Member Security – Provide security presence at every Board of Director's Meeting and other Board Committees (Executive Committee excluded).
Employee Dismissals – As requested, provide or arrange for a security presence during employee dismissals.
Functional and working knowledge of CCTV camera networks – Working w/ IT on new CCTV Project.
Security Radios – project manager for contract. Responsible for taking radios in for repair, contract management, and invoice approval/processing.
Acts as the Agency's security liaison with law enforcement agencies, by developing and nurturing a healthy working relationship with agency representatives.
Reviews, revises, maintains, and/or develops manuals and procedures related to loss prevention and security; compiles information necessary to produce security related reports.

Evaluates all Omnitrans facilities and operations for security conditions, and acts as the primary point of contact for the agency-wide reporting of security problems and concerns by security officers, employees, and Paratransit contract operators. Conducts quarterly briefing sessions with Field Supervisors and Paratransit Contractors regarding route, passenger, operator, security problems, including evaluations of transit centers, and bus/van system operations.
Serves as a member of the Crisis Management Team for workplace violence advising on
Security aspects of contemplated action or inaction. Develops workplace violence threat
Notification procedures to ensure timely notification of any threats of violence against any Omnitrans employee.
Develops and/or conducts employee training and awareness programs in the areas of loss prevention, security, violence in the workplace prevention and countermeasures, crime prevention.
Conducts security inspections/audits of the work environment, activities, and the transit system to detect existing or potential security problems; cooperatively assists departments in identifying solutions and ensures corrective actions are implemented.
SUPERVISORY RESPONSIBILITIES Provides work direction to others but does not have direct performance appraisal responsibilities for them.

EDUCATION AND/OR EXPERIENCE Any combination of education and experience equivalent to five years of progressively increasing experience in security force administration, security project management, law enforcement, or emergency service management. Prior experience in employee training, workplace risk analysis/auditing, and investigation procedures are required. Certified Protection/Security Professional designation or Police Officer Standards of Training Certification is desirable.
OR eight (8) years or more years of experience in security project management, law enforcement, or occupational health and safety with GED/High School equivalence.
FUNCTIONAL KNOWLEDGE OF:
Applicable federal, state, and municipal regulations and codes associated with security and public safety.
Personal computers and electronic surveillance/access control/alarm systems, adult education and training techniques and methods.
KNOWLEDGE OF:
Cal/OSHA General Industry Safety Standards and Workplace Security Guidelines, Federal Transit Administration and American Public Transit Association Transit System Security Programs requirements.
Crisis Management Techniques. Media Relations protocols,
California Penal Code, California Vehicle Code, Uniform Building Code & Architectural Design Principles for Crime Prevention, life Safety & ADA Code, and the California Code of Regulations, Title 19 Public Safety. First Aid/CPR and AED.
