Position Information
The Department of Environmental Services (DES) is seeking a Recycling Specialist who is passionate about sustainability, recycling, waste diversion, and loves interacting with the public and enjoys motivating others to make a change. This Specialist will support the County's mandatory multi-family and commercial property recycling program in the Solid Waste Bureau (SWB), which includes conducting inspections and site visits to assess existing recycling systems in multi-family and commercial properties to ensure compliance with County Code.

Specific duties include:
Communicating program policies, code requirements, and information about solid waste, recycling, composting, and waste reduction and diversion to effectively educate the public and answer questions;
Conducting site visits of multi-family and commercial properties in Arlington County to assess existing recycling systems for compliance with County Code requirements;
Documenting site visit findings in an online database according to program policies;
Initiating and recommending enforcement actions such as Notices of Violation (NOVs) and issuance of fines to SWB management for commercial and multi-family properties that fail to meet County Code requirements;
Providing feedback, technical assistance, and education to building owners, managers, and tenants about the County's recycling code and best management practices in recycling and waste diversion;
Utilizing Microsoft Office Suite and other software using a computer and tablet to enter, retrieve, and modify data;
Assisting with the development of program materials and procedures to improve program efficiency and service delivery, including assessing tools and tracking systems to measure the effectiveness of the SWB's outreach efforts; and
Assisting in the development of presentations, publications, and other media to promote the SWB's waste reduction and recycling efforts, and representing the SWB at meetings and community events, and providing event support.
The successful candidate is customer service focused and self-motivated with a strong interest in environmental issues, has effective communication skills, and will interact professionally with tenants, business owners and other customers in order to confidently educate and motivate others, while exercising independent and ethical judgment.
Selection Criteria
Minimum:
High school diploma/equivalent;
Some experience dealing with the public in areas of customer service management, sales, marketing, inspection, code enforcement, promotion of public programs, or a related field; and
Must posses a Valid Driver’s License.
Substitution: Bachelor's degree in environmental science/policy/studies or related field may substitute for the experience requirement.
Desirable: Preference may be given to candidates with experience in one or more of the following:
Technical knowledge of solid waste, recycling, composting and/or waste diversion and reduction in order to educate tenants, business owners and other customers;
Driving in an urban environment and/or knowledge of Arlington County road network;
Providing customer service and public outreach to ethnically diverse populations;
Using GIS software for daily planning; and/or
Bilingual ability in Spanish and English.
Special Requirements
This position has assigned office space, but job duties require conducting site visits, and therefore requires driving a county vehicle and extensive walking between locations in an urban environment during all weather conditions throughout the majority of the workday.
The applicant must possess and maintain a valid driver license. The applicant must authorize Arlington County to obtain, or they must provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record. A pre-hire background check will be made on all candidates who are prospective employees. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work hours: 8:00 a.m., to 5:00 p.m., Monday through Friday with occasional weeknight and weekend work. Limited teleworking available with approval.
