Definition
The City of Columbus Department of Public Utilities is seeking qualified applicants for the position of Engineer 1 within the Division of Water’s (DOW’s) Technical Support Section (TSS), which provides engineering support for the DOW’s water supply system. This full-time position will serve as the project manager for small to medium size planning, design, and construction projects related to reservoirs, dams, water treatment plants, groundwater wells, pump stations, and various support facilities. Prior experience with the design, construction, or operation of water supply / water treatment projects, and/or facility renovation design and construction projects (e.g., architectural/MEP design & construction), is preferred. Typical duties for this position include: serve as liaison with internal and external project stakeholders; develop request for proposals (RFPs) and complete TSS portions of the RFP process; work with consultants to develop project scope and fee information; maintain project management information system accounts and project files; review and approve invoices; confer with superiors, facility operations and maintenance staff, consultants, and contractors to complete capital improvement projects; review consultant work products to ensure completeness and adherence to department standards, policies and facility needs; and review construction work to ensure conformance to contract requirements. Additionally, this position will assist with various section management tasks such as capital improvement plan updates, developing SOPs and template documents, responding to outside requests for information, and updating guide specifications.

Under general supervision, is responsible for performing entry-level professional engineering work; performs related duties as required.
Examples of Work

Acts as engineer-in-charge of small construction and/or maintenance projects;
Assigns and evaluates work of professional and technical staff;
Checks work accomplished by subordinates for quality and quantity by using pre-established standards and policies;
Prepares preliminary and final plans and specifications for minor projects; reviews and performs studies or additional research to evaluate engineering solutions;
Reviews and investigates requests and complaints received from the public; recommends corrective measures;
Inspects engineering projects for conformance to plans and specifications;
Serves as liaison to and communicates information with affected groups such as City departments, inspectors, contractors, developers, design consultants, utility companies, or other participants pertaining to specific engineering projects;
Assists in the planning and preparation of proposals and specifications for major engineering projects;
Stays abreast of current engineering principles;
Operates a computer and mapping software to draw and review maps and plans;
May do on-site investigations prior to a project;
May represent the division at meetings with local, state, and federal agencies, regional planning and technical committees, commissioners, citizen groups, engineering groups, and other City departments;
May direct or personally engage in field surveys; makes plan-in-hand inspections of ongoing projects.
Minimum Qualifications
Possession of a valid State of Ohio certificate as a registered Professional Engineer.
Specialization in the discipline for which appointment is being made may be required for some positions and will be incorporated in the job postings, as appropriate.
Possession of a valid motor vehicle operator's license.
