The Budget Analyst reporting to the Director of Management and Budget. The candidate plans, organizes, carries out, and coordinates annual and multi-year budgeting for GHSD's program funds and other agency funding for all U.S. Government (USG) international HIV/AIDS assistance, with a special focus on dramatically ramping up prevention, treatment, and care services in PEPFAR countries. The candidate also completes budget, performance, and legislative analyses for senior GHSD management for use with other Department bureaus and offices, the Office of Management and Budget (OMB), and the Congress.
Attends and participates in substantive planning and analysis meetings, utilizing extensive knowledge of planned and anticipated program initiatives and activities.
Develops annual budget estimates for submission to the Department, OMB, and Congress for the PEPFAR budget, formulating long-range budget estimates and analyzing funding trends.
Supports budget and performance integration efforts, completing analyses for senior GHSD management and developing long-range plans to increase linkages between budget and performance data.
Reviews, analyzes, edits, and consolidates budget submissions from PEPFAR Country Teams, recommending necessary changes.
Develops analyses examining the impact of new policies and procedures on the budget, working closely with the Director to determine resource needs and priorities.
Prepares detailed strategic documentation and justification for budget requests, presentations, and submissions, providing unique information and explanations.
Prepares and recommends annual and long-range financial plans reflecting program objectives.
Coordinates budget allocations with other government agencies and maintains liaison with program managers.
Assists in the planning, development, testing, and implementation of financial management and budget systems for GHSD.
Safeguards and maintains sensitive material.
Coordinates and organizes annual and multi-year budgeting for GHSD’s program funds, with a focus on ramping up HIV/AIDS assistance in PEPFAR countries.
Completes budget, performance, and legislative analyses for senior GHSD management for use with other Department bureaus, OMB, and Congress.
Performs other related duties as assigned.
Qualifications
Skills/Qualifications: The candidate must be self-motivated, pay close attention to detail, and have good oral and written communication skills. The candidate must also be in good physical condition and can occasionally travel. MODERATE RISK PUBLIC TRUST clearance is required.
Education and Experience: The following are desirable levels of experience:
Minimum of 5 years of relevant work experience.
Working knowledge of statistical software platforms such as SAS or Tableau.
Demonstrated knowledge and experience in data analysis.
A bachelor’s degree in accounting, economics, finance, business, or related fields of study (required).
A master’s degree in an equivalent field of study (preferred).
Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain a Moderate Risk Public Trust (Tier 2) clearance required.
Physical Requirements:
Frequently lift and/or move parts up to 40lbs, and occasionally lift and/or move parts up to 50lbs
Stand, walk, stoop, kneel, crouch, or crawl for many continuous working hours
Frequently use arms, hands, and fingers to grasp and move network equipment
Frequently bend, stretch, twist, or?reach overhead when moving network equipment
