GENERAL PURPOSE
Under the direct supervision of the Administrative Analyst, the Program Specialist is a front line position that assists in overseeing specific program activities or program sites; helps in the day-to-day operations of assigned programs; completes client registration forms; oversees rented facilities; tracks fees; and performs related work as required.

Assists in the daily operations of an assigned program and in the execution of City-wide events and activities; leads, and assists staff and volunteers in the daily program operations
Assists patrons and residents regarding questions, problems, concerns, and activities in the provision of recreation program operations, activities, and services
Assists conducting and monitoring community events, general programs, and facility rentals; sets up and takes down tables, chairs, and equipment for classes, activities, events, and meetings
Assists in client registration, intakes, and assessments; maintains records of participation and collects participant fees
Establish and maintain effective working relationships with supervisors, co-workers, and the public
Promote good service and professionalism toward staff and volunteers
Enforce Department policies and procedures
Implement Department programs as directed
Assist in maintaining facilities, grounds, and equipment. Report need for maintenance when discovered
File accident reports and program documentation
Communicate effectively with patrons of all ages
Deal with the public under stressful circumstances in a fair, calm and understanding way to obtain positive results
Continually promote, in actions, words and writing, the highest customer service standards
Performs other duties as assigned

QUALIFICATIONS GUIDELINES
Knowledge of:
Theories, principles, procedures, standards, practices, information sources and trends in the field of recreation programs and services
Methods and techniques of implementing program activities
Applicable federal, State and local health and safety codes and regulations
Functions and practices of a municipal recreation unit
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff
Basic facilities maintenance principles
Ability to:
Assist in the implementation of assigned program and the planning of special events
Work evenings, weekends, and holidays as needed
Lift and move tables and chairs and arranging facilities for community events and/or meetings
Maintain facilities and equipment in a clean, safe, and secure manner
Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks
Understand and enforce City and Department policies
Establish and maintain effective working relationships with co-workers, supervisors, and the general public
Communicate clearly and concisely, both orally and in writing, using appropriate grammar and syntax
Attend all staff meetings and training
Operate independently without the need of constant supervision
Understand and follow oral and written instructions
Function in a high energy environment

Appear to work on time and in uniform
Education/Training/Experience: Minimum of one year of responsible experience in the recreation/leisure field. Experience with special event planning and public recreation preferred.
Licenses; Certificates; Special Requirements: Must possess a current American Red Cross certificate in First Aid/CPR/AED for Schools and the Community or obtain within 30 days of employment as well as a valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Usage Policy. Availability to work occasional evenings, weekends, and holidays when needed.

Physical Demands: The Program Specialist is expected to supervise, oversee and monitor recreational, leisure and sporting events in all weather conditions; will be expected to lift, carry and manage equipment and supplies and participate in and train others in the rules of sport; may have to work odd or long hours at a time for special events; and may be participating in and leading strenuous physical activities, both indoors and out. The employee must be able to physically lift, push, pull, and/or carry materials and equipment used for special events weighing up to 50 pounds
Mental Demands: While performing the duties of this class, the employee is regularly required to use oral and communication skills; analyze and solve problem; observe and interpret situations; read and interpret data, interact with youth, general public, City staff and other organizations.
Supplemental Information
WORK ENVIRONMENT The employee primarily works in a recreation facility setting but works in the field in traveling to different events and excursions. In the recreation facility setting, the noise level is frequently at loud levels. In field settings, the employee is exposed to loud noise during sporting and recreational activities and works under variable weather conditions at different sites and events.
Disaster Service Workers All City of Sierra Madre employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
