Classification Definition
To perform journey level duties in the maintenance and repair of City vehicles and equipment; to maintain and repair gasoline and diesel powered automotive, heavy and light construction, and other power driven equipment; and to perform a variety of technical tasks relative to assigned areas of responsibility.
DISTINGUISHING CHARACTERISTICS
Employees within this class perform the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Essential Duties and Responsiblities
Essential Functions:
The classification specification provides a summary of the typical job duties performed, along with the general nature and level of work performed by employees in this classification. Duties may include, but are not limited to, the following:
1. Performs the difficult and complex skilled mechanic duties involving repairs to gasoline and diesel powered automotive, heavy and light construction, and other power driven equipment.
2. Inspects, diagnoses and locates mechanical difficulties on City automobiles, trucks, and gasoline and diesel powered construction equipment; conducts annual vehicle smog checks.
3. Diagnoses, maintains and repairs electrical system components, ignition systems, alternators, high voltage power generators, starters and batteries.
4. Diagnoses and repairs front and rear drive axles, drive train components, belts, gears and chain drives.
5. Replaces or repairs faulty parts including wheel bearings, clutches, oil seals, shock absorbers, exhaust systems, steering mechanisms and related parts and equipment.
6. Tunes engines by replacing ignition parts, recondition and adjust carburetors, fuel injection systems and propane fuel systems; repairs and maintains emission control systems.
7. Repairs, adjusts and replaces brake systems including wheel cylinders, masters cylinders, disc pads, machine drums and rotors, and hydraulic and air brakes.
8. Welds, fabricates and assembles parts and equipment for City automotive and heavy equipment; fabricates and modifies tools as needed.
9. Estimates time, materials, and equipment required for jobs assigned; requisition materials as required.
10. Performs safety inspections on all City vehicles; ensures all repairs have been completed before vehicle is released from garage; picks up and delivers vehicles from repair shops.
11. Performs related duties and responsibilities as required.
Minimum Qualifications
EXPERIENCE AND TRAINING GUIDELINES
Experience:
Two years of light and heavy equipment maintenance and repair experience.
Training:
High School diploma or equivalent supplemented by specialized training in diesel or gasoline mechanics or a related field.
Licenses and Certifications
A valid State of California Class C driver's license
Mobile Air Conditioning Service license.
Knowledge of:
Operations, services and activities of a comprehensive equipment maintenance and repair program.
Operational characteristics of light and heavy automotive and construction equipment.
Operational characteristics of various equipment and tools used in the overhaul, repair and adjustment of gas and diesel powered equipment.
Operations and care of internal combustion engines.
Procedures of preventive maintenance related to automotive, heavy and light construction equipment.
Methods and techniques of performing diagnostic and troubleshooting services.
Occupational hazards and standard safety practices.
Principles and procedures of hydraulic systems.
State laws regulating emission controls, brakes and lamps.
Methods, materials, equipment and tools used in welding and fabrication work.
Pertinent Federal, State and local codes, laws and regulations.
Ability to:
Independently perform difficult mechanic work including diagnosing, trouble¬shooting and repairing the full range of vehicles, equipment and components.
Use modern, sophisticated test equipment to diagnose and repair automotive equipment.
Operate a variety of mechanical equipment in a safe and effective manner.
Work independently in the absence of supervision.
Accurately determine mechanical repair needs and estimate the cost and time of repairs.
Use a variety of equipment maintenance tools and equipment.
Maintain a variety of shop and repair records.
Read and understand various manuals, blueprints, and schematics.
Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

WORKING CONDITIONS
Environmental Conditions:
Shop environment; exposure to dust, grease, noise and fumes; work in confined spaces.
Physical Conditions:
Essential functions require maintaining physical condition necessary for standing, bending or crouching for prolonged periods of time; bending, stooping, kneeling, crawling, moderate to heavy lifting; and operating motorized equipment and vehicles.

Selection Process:
Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.
Veterans Preference Credit Eligibility:
Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. A copy of your valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference Credit.
