Currently, ManTech is seeking a motivated, career and customer-oriented Acquisition Governance Advisor to join our team in the Washington, D.C. This is a hybrid position requiring no more than two days a week onsite.
Responsibilities include but are not limited to:
- Support the Component Acquisition Executive (CAE) in the management of national border security acquisition program management portfolio reviews and the development of associated DHS acquisition milestone documentation.
- Plan, prepare, track, and maintain acquisition lifecycle documentation.
- Assist CAE staff in oversight of acquisition program milestones against approved program baselines.
- Assist the Government project manager in coordinating and establishing the agenda and entrance/exit criteria for project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews, and other key technical interchange meetings.
- Provide advisory support to Program Managers on new program development, associated market research, and Acquisition Lifecycle Framework (ALF)/Systems Engineering Lifecycle (SELC) documentation required for execution oversight.
- Work with Customs & Border Protection (CBP) clients to establish and monitor the program’s execution towards milestones, key events, and significant accomplishment criteria.
- Assist the Government project manager in establishing project priorities.
- Assist the Government project manager in the development of new programs and associated documentation.
- Assist the Government project manager in tracking project cost, schedule, and technical performance.
- Assist in the development of systems, structures, policy, and processes to manage the future certification and training needs for acquisition workforce professionals.
- Contribute to acquisition workforce performance metrics data collection and analysis activities.
- Assist the Government is the development of metrics and systems to track status of acquisition documentation and program baselines.
- Research and maintain the Department of Homeland Security and CBP Policy and Directive hierarchy.
- Assist the Government with Congressional, OIG and higher headquarters taskings.
- Assist the Government with preparing SES and high headquarters level briefs, white papers, and memos used as the basis to support CAE recommendations.
- As directed, assist the Government project manager in the development of RFPs and assessment of associated proposals. This includes developing, reviewing, and providing technical inputs on contractual documentation, such as Statements of Work/ Technical Instructions/Scope of Work revisions and evaluation of contracted system developers’ responses for feasibility and completeness.

Basic Qualifications:
- A Project Management certification (PMP) and/or Program Management Professional (PgMP) -OR- DHS Level III FAC/PM certification -OR- Defense Acquisition University Level III Program Management certification
- A bachelor’s degree
- A minimum of (10) ten years of related experience
- In-depth knowledge and understanding of Federal acquisition practices and acquisition management standard requirements, including that of DHS Acquisition Directive (AD) 102-01.
Preferred Qualifications:
- Major Federal system acquisition program management office experience
- Advanced skills in Microsoft Office Suite, Project, and/or SharePoint
Clearance Requirements:
- Must be a U.S. citizen
- Must be able to obtain and maintain DHS suitability
Physical Requirements:
- Must be able to remain in a stationary position 50%
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
