An Overview The Emergency Management Coordinator provides the overall Emergency Management function for the entire City of Alexandria (government agencies, businesses and citizens). The Emergency Management Coordinator is responsible for supervisory and administrative management work in the Office of Emergency Management in the Fire Department. The employee in this class coordinates preparedness, prevention, response, recovery and mitigation capabilities through enhanced coordination and long term planning for the occurrence of emergencies and disasters resulting from natural, man-made disasters and terrorism within all agencies of the City of Alexandria, other local, State and Federal agencies and private organizations. General supervision is received from the Fire Chief, who reviews work through reports, conferences and results obtained.
What You Should Bring The ideal candidate will have a diverse background in working with public safety and disaster response stakeholders. The ideal candidate is expected to be comfortable working with senior leaders and elected officials to understand, guide, and deliver upon established objectives. The candidate is expected to work autonomously and carry out responsibilities independently and with awareness of departmental policy, City Administrative Regulations, command structure, and cultural and human resource issues and sensitivities. The candidate should have thorough knowledge of exercise design, exercise development, and exercise execution; experience coordinating and motivating exercise planning teams, communicate effectively, work well under stress during project deadlines and in the preparedness, response, and recovery to natural or man-made disasters; and have strong conflict and crisis management skills. The ideal candidate will demonstrate the ability to successfully handle multiple projects, produce professional written and verbal communication products, have strong interpersonal skills, and demonstrate a willingness to work a flexible schedule, work outside regular business hours, and work other duties as assigned. The Opportunity
Coordinates the overall City response and recovery due to disasters and major emergencies;
Directs the activation of and manages the Emergency Operations Center (EOC) when activated;
Manages the development of the City's incident action plan for response to any major event;
Provides advice to the City Manager, Assistant City Managers, Deputy City Managers, Department Heads, and City Officials on emergency management and Homeland Security matters including the declaration of a local emergency;
Manages Emergency Management and Homeland Security Planning for the entire City in order to guide strategic organizational behavior before, during and following a significant emergency or planned special event;
Manage the development and maintenance of the City's Emergency Operations Plan;
Manages the development of City response plans to specific threats such as, flood plan, Metropolitan Medical Response System, biological response plan, chemical response plan, radiological response plan, explosive response plan, evacuation plan, Continuity of Operations/Continuity of Government Plans, Hazard Mitigation Plans, earthquake plan, hazardous materials plan, Snow/Ice Storm Plan, Hurricane/Tornado/Windstorm response plan, Ingestion exposure pathway plan (nuclear power plant failure), Pandemic Influenza, 2009 Presidential Inauguration, Alternate Care Facilities, Family Assistance Centers, Debris Management, Environmental Recovery, Defines and ensures the development, implementation, integration of the City's Emergency Management and homeland security mission, policies, long term strategic goals and objectives, making sure they support the City's mission, vision, and priorities, manages operations, service delivery, and program development and implementation by providing direction and guidance to other City Departments, staff and volunteers;
Manages and provides executive leadership to the Prevention, Health and Safety Focus area in the Fire Department Strategic planning efforts, Accident and injury review task force, Near Miss Task Force, Fitness/Wellness Task Force, represents the City on local, regional, State, and Federal advisory boards, committees and delegations on matters relative to emergency management and Homeland Security;
Manages the domestic terrorism and Federal Emergency Management Agency Recovery grants for the City;
Manages, prepares, monitors, evaluates the budget and approves purchases for the emergency management program;
Assists in the development of the Fire Department Budget;
Manages the Emergency Management staff, grant funded positions and volunteers in support of the emergency management programs;
Oversees the City-wide emergency management and Homeland Security training and exercise program;
Prepares routine and special reports, presentations, and completes special projects for the Fire Chief and the City Manager;
Performs related work as required.
About the Department The Alexandria Fire Department provides fire, and emergency medical services with capabilities for responding to a wide range of occurrences, including fire protection to a 15 square mile city. We employ more than 250 professionals, which include firefighters, paramedics, fire prevention staff and administrative support. A network of ten stations protect 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations and the Special Operations Team.
Minimum & Additional Requirements
Minimum: Four Year College Degree in a Business Administration, Public Administration, Emergency Management, or a closely related field, plus three years of progressive experience in emergency services, public safety, or emergency management, at least one year of which must have been in a supervisory capacity; Considerable professional experience in emergency management services in the public or private sector; a Certificate of completion of the FEMA Professional Development Series; completion of National Incident Management System (NIMS) IS-700 and IS-800 courses and Incident Command System (ICS) 100, 200, 300 & 400;
Preferred Qualifications
Preferred: Four Year College Degree; Bachelor's degree in Emergency Management, Homeland Security, or a closely related discipline, or an equivalent combination of education and experience in the field of Emergency Management; completion of the FEMA Advanced Professional Series; Certified Emergency Manager (CEM) certification by the International Association of Emergency Managers or certification by the Virginia Emergency Management Association as a Professional Emergency Manager (PEM); completion of the Homeland Security Exercise and Evaluation Program (HSEEP) training course.
