Position Description
Under general supervision, the ARPA PMO Jobs & Education Manager will support the selection, implementation, evaluation, and close-out of projects in the ARPA Jobs & Education portfolio, working across Commissioners Court offices, County departments, external program administrators, and other stakeholders to deliver target outcomes while ensuring compliance with federal requirements. Individuals in this role will be responsible for overseeing program management activities for the ARPA Jobs & Education portfolio, including portfolio reviews, ARPA Steering Committee presentations, milestone and key performance indicator (KPI) tracking, communications, and financial forecasting. Programs in the Jobs & Education portfolio include Workforce Development, Early Childhood, and Small Business programs, among others.
The ARPA PMO Jobs & Education Manager is expected to demonstrate exceptional leadership, strategic thinking, and problem-solving skills. In addition to having a strong understanding of project management and managing multifaceted programs.
Duties and Responsibilities:
Portfolio Management & Compliance: Supports preparation of regulatory reporting, working with the Compliance team to ensure deadlines are met while also engaging Purchasing, the County Attorney’s Office, the County Auditor’s Office, the Office of Management & Budget, and other supporting departments to effectively support the portfolio. In addition to reviewing draft agreements and amendments for relevant projects, ensuring delivery of contract requirements, and managing extensions and renewals of contracts, as needed.
Portfolio Oversight & Engagement: Proactively monitors overall portfolio performance, including KPIs, project plans, and milestones, while routinely tracking project deliverables and deadlines against program goals. Identifies issues, follows escalation processes, and engages appropriate parties to mitigate risks, while also managing submissions to Commissioners Court to ensure contracts and supporting materials are prepared thoroughly and on time. As well as, analyzing investments at the portfolio level, forecasting future spending, and monitoring the overall equity of investments across the County, while coordinating site visits and regular meetings with vendors and other stakeholders.
Project Management & Stakeholder Engagement: Manages the implementation of selected projects, including project design and stand-up, monitoring, evaluation, and close-out, while also supporting Harris County departments in implementing projects, selecting nonprofit administrators, and managing relationships with stakeholders. In addition to ensuring project design, implementation, monitoring, and evaluation align with the ARPA Equity Framework adopted by Commissioners Court, engaging community members and community-based organizations throughout, and championing the Equity Goals.
Leadership: Leads and facilitates cross-functional working groups in the development of project proposals, including internal program design and external Request for Proposal (RFP) processes, while also managing and leading team meetings, developing presentations, facilitating discussions, and communicating appropriate follow-up summaries and action items.
Collaboration & Content Coordination: Collaborates with the OCA Communications team and County departments/partners to develop and update content shared with internal and external stakeholders (website, press releases, social media, newsletter, etc.), while also identifying and documenting stories of program beneficiaries.

Education and Experience:
Bachelor’s Degree in a directly related field from an accredited college or university.
Three (3) years of relevant experience.
Knowledge, Skills, and Abilities:
Project management experience, including managing multiple projects on tight deadlines.
Stakeholder management, including engagement across internal departments, third-party consultants, outside experts, and community partners.
Knowledge of local, state, and/or federal government; experience in policy analysis or work experience in a highly regulated field.
Experience in metric design, managing key performance indicators, and outcome evaluation.
Understanding of and commitment to advancing equity throughout the program; commitment to achieving the Equity Goals set out in the ARPA Equity Framework.
Experience with community-based organizations and community engagement.
Proactive and self-starter initiative, being able to operate within a program start-up environment and handle associated ambiguity.
Strong data analysis, writing, presentation, and meeting management skills.

Work Environment and Physical Demands:
This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
Employment may be contingent on passing a drug screen and meeting other standards.
