DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Manages, coordinates and performs a wide variety of highly technical engineering activities and personnel to identify, evaluate, manage the Houston Public Work’s design and construction standards and GIS efforts. Provides technical analysis and information to develop solutions and improve Department processes. Responds to inquiries by departments, consultants, agencies and the general public. Provides technical guidance and training to technical staff.
Key Responsibilities:
Coordinate technical design criteria with all delivery lines within Houston Public Works.
Effective and proactive coordination with all internal stakeholders as well as external stakeholders including engineering associations, contractor associations and vendor associations to ensure that standards are well-coordinated and meet all stakeholders’ needs. Standards include all disciplines of Houston Public Works, including, but not limited to water, wastewater, roadway and drainage design.
Possess and use extensive public infrastructure design experience, including CAD experience, contracting experience, and experience writing technical construction specifications to create and improve City Standards.
Understand plan and profile production and technical design elements.
Assure that HPW’s design manual, specifications and standard drawings meet all federal, state, and local requirements.
Have a sound understanding of the benefits of creating a geospatial environment to track assets.
Lead public speaking events in front of large audiences, made of the engineering and contracting community, to explain the technical aspects of various complex design criteria.
Work with various contract groups to reduce bid ambiguity and to ensure the proper creation and use of the City’s construction specifications.
Ensure public safety while developing standard drawings to be used throughout the City.
Utilize current state laws and current City ordinances to improve design criteria, specifications and permit review.
Utilize IDM, Code of Ordinances, design guidelines and other design resources provided to resolve any design conflict issues.
Lead Supervising Engineers, Graduate Engineers, and technical staff to achieve HPW and service line goals.
Develop performance indicators and tracking system on staff assignment.
Perform other duties as assigned.
WORKING CONDITIONS This position routinely is physically comfortable; the individual has discretion about walking and standing.
This is a Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight (8) hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.
A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND obtain their license as a Professional Engineer in the State of Texas within six months from the date of hire for continued employment with the City of Houston.
Must have valid Texas Driver’s License and compliance with the City of Houston policy on driving (A.P. 2-2).

Preference may be given to applicants who have technical writing experience.
Preference may be given to applicants who demonstrate proficiency using rules, regulations and technical standards.
Preference may be given to candidates with excellent communication skills and superior customer service attributes.
