First line manager within the Test Operations (Test Ops) Department, motivated to inspire, develop, encourage and support the Flight Test Control Engineer (FTCE) team in pursuit of F-35 Integrated Test Force (ITF) flight test activities at NAS PAX River, MD.
Responsibilities include:
- On-site leadership oversight of all FTCEs, ensuring adherence to configuration control protocols, standard work and process/procedure discipline in accordance with the JSF Operating Guides (JOGs) and PAX ITF Standard Operating Procedures (SOPs).
- As Test Ops interface between Engineering and Maintenance, coordinates de-confliction of mods and planned maintenance across aircraft execution plans
- Coordination of aircraft mods/planned maintenance into overall weekly, 6-week and longer term roadmaps with the Mod Planning team, Maintenance, Flight Test Engineering and Flight Test Instrumentation teams.
- Maintaining FTCE training requirements and ensuring they are met for all FTCEs.
- Coordination of complex troubleshooting efforts with Engineering and Maintenance.
- Coordination of major instrumentation installations/reconfigurations with Sr. Management, Flight Test Instrumentation, Maintenance, and Flight Test Engineering teams.
- Addressing the infrastructure needs (IT, security needs, work space, and seating) of Test Ops FTCE personnel.
- Demonstrating/promoting an inclusive work environment that encourages employee involvement, initiative and accountability.
- Mentoring and development of all FTCEs commensurate with their career goals and aspirations.
- Candidate may be developed to act for or fill-in for Test Ops Senior Manager during absences.
- Develop strong, collaborative working relationship with peer managers within Test Ops and other adjacent Departments such as Maintenance, Air Vehicle Engineering, & Logistics.
This manager will be required to provide frequent communication with internal Lockheed Martin and Government (JPO, NAVAIR, Military) site leadership and will support site leadership’s pursuit to generate test sortie rates necessary to meet PAX test objectives.
The manager must be willing to work early morning, late night and extended hours as necessary to provide oversight of the team’s three shift operation.
Position requires a secret clearance to start.
A level 5 employee Typically has 14 - 20 years of professional experience.
Must be a US Citizen. This position is located at a facility that requires special access.

- Experience working at a test site, preferably within Test Operations and/or Engineering
- Practical aviation experience
- In-depth knowledge of ALIS, JEDI, PDM, VAS and JDL tool suites
- Demonstrated ability to champion and lead change
- Familiarity with process improvement and lean initiatives
- Familiarity and experience with root cause corrective action tools and processes
- Experience with Microsoft Office Suite tools
- Knowledge of F-35 aircraft systems and processes
- Familiarity with NAVAIR processes and operations
- Ability to demonstrate the five imperatives of Full Spectrum Leadership: Shape the Future, Build Effective Relationships, Energize the Team, Deliver Excellence and Model personal excellence.
- Experience using Tableau or other analytics visualization programs. - Experience with technical leadership of engineering and/or maintenance personnel in pursuit of on aircraft maintenance, troubleshooting, modification and/or production activities.
- Experience leading teams and managing projects
- Experience with Flight and/or ground test in areas such as: planning, aircraft maintenance/modification, instrumentation and test execution.
- Experience with control and tracking of aircraft component configuration
- Bachelor's degree in Engineering, related discipline or equivalent professional work experience
