Role and Responsibilities
The Facilities EHS Manager will be providing site leadership on EHS programs while working directly with the on-site Sr. Environmental Technician and indirectly engages and leads all maintenance and facilities personnel on EHS initiatives.
Other responsibilities include:
Providing the overall leadership to ensure compliance with OSHA, EPA, BD Corporate EHS standards, and related regulations.
Contractor, Vendor / Supplier compliance and support. This includes review of their EHS programs when contracted directly through BD.
Maintain and update site EHS permits, registrations and regulatory reporting requirements (i.e. EPCRA, Stormwater, Waste Water, Air, Radiation, Regulated Solid Waste, OSHA, etc.)
Plans, develops, administers, and manages organization safety policies, programs, and training.
Manages the maintenance of EH&S records (accidents, waste manifests, etc.) and prepares appropriate reports.
Leads incident investigations to determine root cause and appropriate corrective actions for safety and environmental incidents. Maintain these assessments withing the BD document systems.
Maintains and uploads appropriate site information into EHSOne (Intelex software) and other pertinent systems.
Supports local IFM EHS program as needed to ensure shared success.
Manages an EHS audits, inspections and program review process to proactively address substandard conditions. This includes the development and inspection, audit and program review process.
Manage site EHS policies and revise or develop as the need arises or is required.
Must be proficient in procedural writing. SAP knowledge is a plus but not mandatory.
Manage Site EHS Intranet site.
Determine and communicate EHS training needs, Identify and in some instances conduct appropriate training. Integrate processes with BD systems (i.e. SAP; C2C).
Provides leadership on a site wide Emergency Response Team and maintains good relationships with local first responders.
Provide EHS Support and oversight for other Corporate/Mixed use facilities in New Jersey footprint. This includes the BD Branchburg location.
Management and oversite of medical waste, non-saleable product waste, hazardous waste and universal waste
Oversite of lab audit programs, chemical storage/inventory, SPCC inspections, and laboratory effluent logs.
Responsible for report completion with DEP. (RTK, Air Emissions, Wastewater, RMW Report, Tier II Reports, etc.).
Responsible for chemical & biohazardous spill clean ups.
Responsible for signing and maintaining hazardous waste manifests.
Required to perform Ergonomic Assessments upon request.
Rad annual audit, Rad committee, rad manual review and updates, Rad swipes (monthly) Rad package check-in, Rad waste packing for disposal shipments, X-rays, lasers, annual license fees and renewal.
New equipment and process reviews, Hazardous chemical risk assessments and maintain SDS database, quarterly SDS audit for labs.
Act as system admin for Chemical Inventory management software (MSDSonline)
Maintain oversight of shipping/receiving operations to ensure compliance with DOT and IATA (international air transport association), 40 CFR DOT and RCRA 49 CFR shipping requirements and training for dangerous goods shipping and handling.
Investigates accidents and manages workers compensation claims process. Tracks total recordable injuries, lost work time, first aid and near miss incidents. Leads continuous improvement activities to improve base metric.
Work with Waste Management vendor and site Facility Services to improve recycling program and initiate/pilot a composting program.
Desired Skills and Experience:
The ideal candidate will have the following:
Experience with understanding and implementing programs to ensure compliance with OSHA, EPA, DOT, Radiation regulations. Understanding of Management system principles and the ability to lead administer a management system.
Ability to serve as the Chemical Hygiene Officer, Biological Safety Officer and Radiation Safety Officer.
Experience with leading and influencing an R&D organization.
Self-motivated, passionate, results driven attitude.
Continuous improvement and self-development mindset is required.
Strategic Orientation:
The Facilities EHS Manager interfaces and coordinates EHS policy with Associates throughout the campus, specifically in higher risk areas such as the R&D laboratories located in the Becton facility. This individual will continue to develop and expand the Lab Manager’s EHS Network as well as maintain strict oversight of all external contractors working on site. He/she will guide the policy updates and site EHS procedures and interface directly with regulatory agencies, inspectors and internal stakeholders. This individual will be able to motivate and lead continuous improvement initiatives and be able to help manage change associated with the outcomes of these events. Interfacing with facility design teams on generating EHS specific requirements pertaining to both OPEX and CAPEX project work for the Franklin Lakes Campus.
Sphere of Influence:
The EHS Manager reports to the Facilities Manager at the Franklin Lakes, NJ BD site. The position requires heavy interface and interaction with Senior Leaders and colleagues from corporate EHS, Human Resources and Office of Global Sustainability and other internal stakeholders. This interface includes understanding the needs, communicating Franklin Lakes Site facilities requirements and strategic objectives as well as risks and risk mitigation measures from an EH&S standpoint. This individual would also have a direct influence on the site Facilities operations through maintenance best practices.
Experience:
Minimum of 5 years of experience in the field of Facilities and Lab EHS operations.
Minimum of 6 years of experience around site hazardous waste handling regulations and environmental policy around air and water permitting.
Prior supervisory of non-exempt associates strongly preferred.
Travel requirements:
Education/Credentials
Bachelor’s degree in a science or technology field (environmental, health, safety, engineering, chemistry, biology), Certified Industrial Hygienist, Certified Safety Professional preferred
Other Requirements
1. Must possess excellent writing capabilities. Must possess the skill to write clear, concise technically excellent environmental documents with strong attention to detail.
2. Must have strong interpersonal and leadership skills, public involvement skills, oral communication skills, and a desire to work with diverse interest groups to deliver better projects.
3. Must be self-motivated and have the ability to manage projects and budgets.
