DCS Corporation is seeking an experienced Proposal Manager to lead the development of complex proposals in response to U.S. government solicitations. The successful candidate will be experienced across all phases of proposal development and will have the demonstrated ability to work in cross-organizational teams to produce high-quality solutions and highly rated proposals.
Essential Job Functions:
Lead proposal planning, develop proposal management plans, and manage proposal schedules and milestones.
Participate in the development and review of proposal strategies and themes.
Work with Capture Manager to ensure proper handoff, refinement and incorporation of all themes, discriminators, solutions and other strategy elements developed during capture.
Supervise development of and review completed storyboards and proposal sections.
Ensure technical solution, win strategy, win themes, features/benefits and discriminators are clearly articulated and consistent in the proposal.
Develop content for and lead technical solution sessions, proposal kickoffs, color reviews, and stand-up/status meetings.
Collaborate with contracts and pricing leads to ensure review and consistency across volumes.
Create proposal outline based on RFP requirements.
Work with section/volume leads to ensure consistency of message across all volumes.
Manage editing and production support for all volumes (to include cost and business volumes).
Monitor progress against deadlines and ensure that all tasks are properly resourced.
Ensure proposals are in compliance with requirements of the FAR.
Provide just-in-time training on proposal processes, roles and tools to proposal teams.
Oversee development of high quality, high impact artwork and graphics.
With assistance of the Proposal Specialist, establish and maintain document configuration control throughout proposal development.
Ensure quality control of proposal document and lead final compliance checks.
Some travel may be required (less than 10%).
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
A Bachelor's degree plus 8 years or Master’s degree plus 6 years of experience is required (a High School Diploma or GED plus 20 years of experience, an Associate’s Degree plus 10 years may be substituted).
Federal Government proposal management experience (DoD experience preferred).
Evidence of a successful track record of managing high quality, high scoring proposals.
Understanding of, and experience with, the Federal procurement process and regulations.
Ability to interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, FOPRs).
Ability to work closely and successfully with company management, account and capture managers, technical SMEs, contracts and pricing leads, and other relevant stakeholders.
Ability to develop and/or work with technical and capture personnel to develop compelling solutions, discriminators and messaging.
Ability to lead SWOT and strategy meetings in preparation for proposal development.
Hands-on experience with proposal writing, editing, and review.
Excellent writing, organizational, and communication skills.
Ability to work to meet deadlines (extra hours at times).
Up-to-date knowledge of editing, graphic design, and other relevant proposal best practices.
Ability to manage multiple projects and geographically disparate proposal teams.
Desired Skills:
Formal proposal training and/or certifications (e.g., APMP) strongly preferred.
