We are currently seeking a highly motivated, career-focused, and customer-oriented Lead, Program Management Support with extensive experience in direct program execution management to join our Business Intelligence Support Services (BISS) Team at U.S. Customs and Border Protection (CBP). CBP oversees the vast flow of people, capital, and products that enter and depart the United States via air, land, sea, and cyberspace daily. The complexity and volume of these crossings necessitate the use of “big data” solutions to ensure efficient trade and travel, as well as the legitimacy, safety, and security of these movements.
The ideal candidate will have many years of hands-on experience leading SAFe Agile teams and managing Agile transformations and operations. They will have a proven track record of delivering production-ready decision support tools and applications in highly dynamic, threat/risk-driven environments. Additionally, they will demonstrate a strong ability to work collaboratively with mission stakeholders, respond to emergent mission-driven changes in priorities and outcomes, and effectively apply new and emerging tools and techniques.

- Project Management:
- Lead the development of data and intelligence-driven analytic applications to support CBP threat analysis and targeting.
- Manage the delivery of multiple projects and functional resources within an Agile framework, enhancing the analytic capabilities for various stakeholder groups within CBP.
- Provide oversight and management of the Program Management Office (PMO) and mission support teams to ensure successful project execution and alignment with organizational goals.
- Work directly with government users and stakeholders to identify, define, and prioritize operational requirements, translating these into technical documentation for project management and development teams.
- Document project risks and develop mitigation plans, communicating these effectively to stakeholders.
- Contribute to project scoping, including requirement assessment, application design, development methodologies, and budget recommendations.
- Operations Management:
- Drive Agile transformations and manage inter-team dependencies, facilitating the adoption of lean and Agile processes.
- Implement and refine Agile ceremonies at division and program levels, such as PI Planning events, Dependency Management Meetings, and Demo Days.
- Align team and stakeholder roles and responsibilities, ensuring seamless project execution and delivery. Create and utilize operational and strategic metrics dashboards to inform decision-making and forecasts.

- Technical/Model/Software Development:
- Utilize database tools to conduct data exploration and analysis, supporting model development phases.
- Review and present technical artifacts, including analytical/statistical reports and machine learning reports, to stakeholders.
- Coordinate directly with technical project teams and business owners to manage delivery cycles and contract deliverables.
Required Qualifications:
- Extensive Experience with Agile Methodologies:
- Proven track record of leading SAFe Agile teams and managing Agile transformations, with hands-on experience in implementing Agile practices at both division and program levels.
- Skilled in conducting and facilitating Agile ceremonies such as PI Planning, Dependency Management Meetings, Scrum of Scrums, and Retrospectives.
- Demonstrated ability to coach and mentor Agile teams and coaches, fostering a culture of continuous improvement and lean processes.
- Technical Project Management Expertise:
- Over 10 years of experience as a Technical Project Manager, managing the full lifecycle of complex IT projects, particularly within government and military contexts.
- Strong proficiency in creating and managing project plans, charters, business cases, requirements documents, test plans, and technical documentation.
- Extensive experience in coordinating development cycles and writing technical documents related to analytic-based projects.
- Database and Data Analytics Proficiency:
- Strong practical understanding of relational databases and experience with tools such as Oracle, MySQL, and Postgres.
- Expertise in Big Data Analytics and machine learning tools, including Hadoop, Spark, SAS, and Python.
- Skilled in data analysis, data modeling concepts, and utilizing database tools for data exploration and model development phases.
- Operational and Strategic Management Skills:
- Proven ability to create and utilize operational and strategic metrics dashboards, informing management and team decisions.
- Experience in aligning team and stakeholder roles and responsibilities to ensure seamless project execution and delivery.
- Strong background in managing project risks, developing mitigation plans, and effectively communicating these to stakeholders.
- Advanced Technical Skills and Tools:
- Hands-on experience with engineering and DevOps tools, including Atlassian Jira, Confluence, and Git/Github.
- Familiarity with software source code management tools and Microsoft Office Suite (Excel, PowerPoint, Access, Visio Professional, Project Professional).
- Experience with technology integration, providing innovative solutions, software quality assurance, and development of e-learning applications and multimedia design.
Desired Qualifications:
- Project Management Professional (PMP), Certified Scrum Master (CSM), Certified SAFe Agilist (SA), IC Agile Certified Professional (ICP)
- Masters of Science in Engineering, Management Information Systems, Computer Science, or a related field

The projected compensation range for this position is $143,600-$239,300. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
