Within MITRE’s Intelligence Center the Strategy and Policy Department has the mission to enhance our sponsors’ policy formulation, planning, and strategy execution across the national security enterprise through all-source intelligence and resource analysis that informs decision-making to address threats in an era of strategic competition. Our vision is to guide the formulation and implementation of strategy and policy that enables sponsor transformation and addresses emerging national and global challenges by unlocking the full potential of intelligence analysis to advance the missions of our sponsors. The Department is accountable and responsible for programs with the Office of the Director of National Intelligence (ODNI), the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S), and the Defense Intelligence Agency (DIA).
Roles & Responsibilities:
In this position you will serve as a Defense Intelligence, Surveillance, & Reconnaissance (ISR) systems engineer and technical intelligence domain expert to the Office of the Under Secretary of Defense for Intelligence and Security (OUSD (I&S)). You will provide technical expertise required to develop, acquire, synchronize, correlate, and deploy Defense Intelligence Enterprise (DIE) digital technology and enterprise capabilities in support of a broad, diverse portfolio. Align enterprise capabilities within nominal DoD PPB&E structure.
Enable the DIE to be capable of delivering timely and actionable intelligence information in support of operational missions through the following:
- Analysis of intelligence infrastructure, integration & dependencies underpinning complex capabilities (examples include, but are not limited to, DCGS, sensor architectures, collaboration systems, & collection systems),
- Identifying gaps and recommendations to realign TCPED capabilities from singular program performers to enterprise-wide capabilities,
- Assessing current & emerging acquisition and programming structure underpinning intelligence information technologies, sensor processing, analytic techniques and tools, and visualization/decision support aids,
- Advising on the ISR Architecture, ISR data processing and DoD/IC level governance processes.
- Work closely and collaboratively with a diverse joint team (government, FFRDC, SETA, and related partners). Work as a member of a high-performance MITRE systems engineering team.
Basic Qualifications:
- Bachelor’s degree (Electrical Engineering, Computer Science, Information Systems, Mathematics, Management Science/Operations Research, Systems Engineering, Business Systems Management; or relevant national security field) and at least 10 years of experience in diverse Defense technical or military intelligence domain roles with strong leadership ability.
- Experience with PPBE for ISR analytical systems, processing environments, or other user-focused capabilities.
- Experience in a consulting role, advising executive government leaders, and demonstrating the highest degree of professional and diplomatic skills in advocating technology and program directions.
- Excellent, effective communication, both written and verbal. Effective in interacting with technical staff, analysts, and operators ranging from junior-level contributors to the most senior leaders in the government.
- Skills and commitment to building and sustaining high-performance teams, achieving team goals, growing trust, and collaboration.
- Demonstrated success in providing sponsors with the data, analysis, and strategies required to address critical issues, setting, and meeting strategic objectives, and advancing short and long-term program goals.
- Must be a self-starter with creative thinking and problem-solving capabilities, able to function within an ambiguous and dynamic environment with minimal supervision.
- Broad and diverse background in different technical and/or analysis roles, ranging from individual contributions to project / program leadership on complex projects.
- An active TS/SCI clearance.
- Ability/willingness to work full time onsite in the Pentagon.
- Key required individual strengths that will underpin a successful impact to the sponsor's mission include:
- Thorough understanding of military application of intelligence tradecraft, systems, processes, and governance.
- Intelligence acquisition, planning, programming, budgeting, and execution experience.
- Demonstrated performance in strategic technical portfolio analysis of intelligence-funded programs within battlespace awareness, sensors, ground stations or collection systems.
- Experience with intelligence-supporting processes and strategies (e.g. enterprise capabilities, intelligence cycle or application of intelligence principles to solve unique problems).
- Demonstrated capability in preparing General Officer/Flag Officer/Senior Executive Service level principals on impacts of policy and investment.
- Experience with Combatant Commands, Services and DoD Agencies.
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Familiarity with DoD and Intelligence Community organizational and governance structures, policy generation processes, life cycle acquisition processes, and requirements processes.
- Experience with:
- Working and collaborating with senior Office of the Secretary of Defense, Military Departments/Military Service Pentagon staffs, the Joint Staff, Combatant Commands, and other Joint and Defense Agencies customers.
- Joint Staff, Service staff, or experience with coalition and intelligence operations problem sets.
- Department of Defense-level PPBE and acquisition processes
