General Summary
The Utilities Construction Inspector responsible technical work inspecting the installation of utility lines (gas or water/wastewater) by private contractors for specification compliance to local, state and federal standards. May perform miscellaneous duties in other areas of the division as necessary. Primarily and most frequently the work done here is performed independently, with diverse functional areas and more specialization and ability to train others.
The preferred hiring range for this position is between $21.83 - $27.00 Hourly ($45,406.40 - $56,160.00 Annually).As of March 28, 2024, this position is in the Labor and Trades bargaining unit in accordance with the City’s Collective Bargaining Ordinance (Ordinance No. 22-128). Starting pay for this position is based on applicable education, experience, and internal equity. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative. The parties are in the process of negotiating the collective bargaining agreement, which will take effect on July 1, 2025.

The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties
Inspects utility line construction projects of contractors at beginning of, during, and end of work for compliance with plans, specifications, and standards;
May ensure qualifications of contractor personnel;
Supervises testing of installed lines;
Informs contractors of deviations or errors and advises as to corrective action;
May stake out installation routes for contractors, mark other utility facilities, and ensure the proper marking of new lines for future identification;
Keeps daily progress records, prepares reports;
Inspects street cuts made for utility purposes;
Inspects material received by contractors at project site to determine its conformance to required specifications;
Follows up on contractor damage to public and private property;
Enforces safety standards and policies on construction site;
Performs related tasks as required.
Education, Experience and Skills
Minimum Qualifications:
High school diploma or GED required.
Minimum of two (2) years of experience in utility construction in relevant field.
Proficiency in utility infrastructure requirements and contractual issues.
Special Requirements:
Possession of a valid driver's permit issued by the Commonwealth of Virginia.
Specialized certifications may be required (i.e.,plastic pipe fusion, flagging and shoring, etc.).
May be subject to federal DOT drug and alcohol testing regulations.
Must successfully pass a pre-employment physical.
Skills: Thorough knowledge of construction practices, techniques, materials, and equipment hazards, and necessary safety precautions relating to installation of utilities; general knowledge of engineering plans, specifications and drawings. Ability to read and interpret plans, specifications and blueprints and to compare with various aspects of construction in progress; ability to detect errors in construction projects; ability to establish effective working relationships with contractors, state officials, property owners and others to ensure satisfactory compliance with specifications and standards; ability to maintain accurate records and prepare reports; ability to work independently.
Physical Conditions & Additional Information
Physical requirements for this position as outlined by the Department of Labor: Light work. Ability to lift up to 20 lbs. occasionally and/or up to 10 lbs. frequently and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires the ability to lift or move more than 20 lbs. for sedentary work and the worker sits most of the time, the job is rated for light work. Standard office work environment and frequent climbing and crawling to access various areas within construction sites during inspections in all weather conditions.
