Job Description
The Stormwater Program Coordinator performs intermediate professional and difficult administrative work and is responsible for planning, coordinating, and implementing stormwater management initiatives per local, state, and federal regulations. This position coordinates the operation of the county’s stormwater program and other related environmental programs including but not limited to the Municipal Separate Storm Sewer (MS4) Program, Floodplain and Community Rating System (CRS) program, Dam Safety Programs, and Stormwater Grant Program. The position also coordinates and manages various stormwater projects including inspection, construction, and maintenance of stormwater facilities/best management practices (BMPs). Work is performed under general supervision. Supervision is exercised over technical and/or clerical personnel.
Effective 7/1/24 the hiring range for this position is from $66,393.60 to $91,291.20 based on experience. Effective 7/1/24 the full hiring range for this position is $66,393.60 to $116,188.80 to provide opportunity for growth and development.
Examples of Duties
Designs, develops, reviews, and implements stormwater management programs aligned with regulatory requirements and community needs;
Manages the implementation of MS4 permit requirements for the mapping of stormwater management facilities and storm sewer outfalls;
Develops and maintains databases and County GIS mapping systems;
Implements and updates an illicit discharge investigation program;
Responds to complaints of illegal dumping to the storm drainage system and conducts dry weather screening investigations of storm sewer outfalls;
Develops and reviews stream assessments, watershed management plans, and nutrient reduction (stormwater retrofit) plans;
Supervises inspection and maintenance programs for post-construction stormwater management facilities;
Develops pollution prevention plans and good housekeeping measures for municipal facilities;
Develops training materials and trains other county employees on pollution prevention principles;
Oversees the implementation of the Nutrient Management Plans for municipal facilities, coordinates with other departments as necessary;
Coordinates and manages the County's compliance with Total Maximum Daily Loads (TMDLs) including the TMDL for the Chesapeake Bay, Rappahannock River, and other local TMDLs;
Participates in TMDL development and TMDL implementation plan committees;
Represents the County at meetings on stormwater issues including the Virginia Municipal Stormwater Association (VAMSA), George Washington Regional Commission (GWRC), Northern Virginia Regional Commission (NVRC), and other municipal organizations;
Oversees the development and maintenance of programs, codes and policies associated with the County's MS4 program, Floodplain and Community Rating System (CRS) program, Dam Safety Programs, and Stormwater Grant Program;
Ensures compliance with stormwater regulations, permits, and reporting obligations set forth by relevant environmental agencies; reviews development plans, cost estimates, plats and legal documents; reviews development plans for compliance with stormwater management and environmental regulations;
Collaborates with community stakeholders, conducts public awareness campaigns, and facilitates educational programs to promote understanding and engagement in stormwater management practices; coordinates stormwater public education and outreach programs; oversees drainage complaints from citizens, investigates records, and documents as necessary;
Leads stormwater infrastructure projects, including design, construction, and maintenance of stormwater systems, erosion control, and drainage facilities; develops requests for proposals for engineering and construction services; coordinates work of consulting engineers and/or construction contractors; serves as project coordinator on stormwater projects; assists in preparing project data and cost estimate; prepares and maintain technical files for related projects; cooperates with and support other County entities;
Researches, analyzes, and interprets data related to stormwater, runoff, and pollution to inform decision-making and policy recommendations;
Manages permits, conducts site inspections, and ensures adherence to regulations for development;
Develops and manages budgets for stormwater programs, seeks grant funding opportunities, and administers related county stormwater grant;
Prepares reports and attends meetings to present and support projects as needed;
Supervises personnel, performs related human resources functions and completes necessary paperwork, establishes goals and standards for employees and provides performance evaluations;
Perform related tasks as assigned.
Knowledge, Skills and Abilities
Strong knowledge of local, state, and federal stormwater regulations and permit requirements;
Knowledge of stormwater best management practices (BMPs);
Knowledgeable in project/program management, including budgeting and grant administration;
Excellent communication and interpersonal skills to engage with diverse stakeholders;
Proficiency in data analysis and relevant software/tools for stormwater modeling and analysis;
Proficiency in using Geographic Information Systems (GIS) for mapping, analysis, and database maintenance;
Skills in public speaking and presenting information to large groups;
Ability to use judgment in applying technical policies and procedures;
Ability to conduct technical investigations and inspections applying environmental sciences and/or engineering practices and procedures;
Ability to express ideas clearly and concisely in verbal, written, and graphic form;
Ability to keep abreast of any changes in regulations as they pertain to stormwater;
Ability to establish and maintain effective working relationships with associates, consultants, agencies, environmental groups, and citizen groups.
Education and Experience
A combination of education and experience equivalent to a Bachelor's degree in Environmental Science, Civil Engineering, or related field and 2 years of work experience with stormwater management programs, environmental compliance, or a related field. Experience working in a municipal or governmental environment is desired.
Possession of the following certifications:
Certified Floodplain Manager (CFM) Certification.
Certified Dual Combined Inspector (Erosion and Sediment Control and Stormwater);
Certified Dual Combined Program Plan Reviewer (Erosion and Sediment Control and Stormwater).
