Duties & Responsibilities: The PSI Pax Management Analyst positions provide ascending levels of program/project analysis and management support to organizations to coordinate and complete all project processes from requirements through delivery.PSI Pax Analysts interface with government clients to perform full life cycle project management in the areas of initiating, planning, executing, monitoring, and controlling. Specific duties include:
Provide administrative, project management, and acquisition support of NIWC sub-portfolio programs to include: development of program status briefs, action tracking lists, coordination and setup of meetings, preparation of meeting minutes, developing life cycle cost analyses of projects, performing cost benefit of economic evaluations of current or projected programs, and assist PM with monitoring of cost, schedule and performance parameters of each project
Active participant in program and technical meetings. Assist with preparation and tracking of meeting agendas and briefs. Captures meeting minutes and action items to disseminate to team.
Assist with compilation and distribution of reports on program goals, budgets, staffing, and performance criteria to provide to IPT for review and comment.
Assist IPT Lead, PMs, Technical Leads, and other individuals in ensuring all programmatic items are tracked and met within cost, schedule, and technical performance – including service and material contracts.
Analyze FMS Case Commitments, obligations, expenditures, and financial discrepancies to include Financial Tracking and Cost Analysis of multiple FMS programs for numerous countries.
Review FMS Programmatic and Technical Documentation, ensuring compliance with Security Assistance Policy and Procedures of multiple FMS Programs for numerous countries.
Develop and maintain knowledge of NIWC Foreign Disclosure policy and coordinate with Foreign Disclosure team for release of technical documentation and system hardware/software.
Coordinate both Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS) travel, ensuring to follow State Department and NIWC policies, procedures, and guidelines.
Daily interaction with multiple customers and agencies, including, but not limited to: NIWC Customers, U.S. Government agencies (including Naval Air Command (NAVAIR)), Foreign Embassies, Defense Contractors, and other Commercial Partners
Proficient in MS Office Suite (Word, Excel, PowerPoint. Project experience a plus)
Required Qualifications:
At least five (5) years of Management Analyst experience, to include: Development of Program Acquisition Documentation, Development of Testing Criteria, Development of Corrective Action Systems, Development of Program Monitoring Approach (e.g. PERT, CPM, EVM), Analysis of Programs Health, Data Collection and Analysis, Development of Cost Estimates, and Development of Program Status Reports. Comprehensive knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
US Citizenship is required per government contract.
Ability to obtain Secret level clearance.
Preferred Qualifications
PMI-SP, Microsoft Scheduling Certificate or PMP
Earned Value Management training and/or experience.
Project Server Certification or experience.
Familiarity with SharePoint Online (SPO)
Familiarity with Navy ERP
Education Requirements:
Bachelor’s degree in Business Management or other business-related discipline; OR,
An AS or AA degree plus an additional four (4) years of experience; OR
HS degree plus an additional six (6) years of experience may be substituted for a BS or BA degree.
