The City of West Hollywood is seeking an energetic and enthusiastic Principal Civil Engineer to join the Engineering Division team of the Public Works Department. This role involves the supervision of several staff members, executing the Capital Improvement Program, Building Plan Check Program, Encroachment Permit Program, and Asset Management Program. The City is seeking experienced, qualified candidates who possess a solid civil engineering background and education to lead construction projects, review construction plan checks, issue construction permits, and maintain the City’s infrastructure. JOB SUMMARY
Supervises staff, serves as project manager or project engineer and manages, plans and directs large scale highly complex professional and technical functions related to various civil engineering projects, including: municipal engineering; construction management; capital improvement and public works projects; plan check and approval of construction plans and permits; right of way infrastructure operation and maintenance; overseeing and performing complex professional engineering work with responsibility for all phases of design projects; overseeing and performing complex construction project management; overseeing the design and preparation of plans, maps, specifications, etc.; and overseeing the preparation of various engineering studies.
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out supervisory responsibilities of professional, paraprofessional, and technical staff members in accordance with policies, procedures and applicable laws, including: interviewing, training staff in job skills; assigning and directing work; assisting staff in resolving problems; developing schedules and assigning work, issuing work orders; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; and addressing complaints and resolving problems and completing/approving time sheets.
Serves as project manager or project engineer on large scale highly complex capital improvement and public works projects including; overseeing, preparing and approving plans, contract documents, specifications and designs; reviewing public works construction and capital improvement bids; defining job scope; preparing cost estimates and projections; developing schedules, procedures and time lines; preparing right of way plans, acquisition and environmental documents and reports; writing engineering job orders; may review and approves purchases; conferring with other professional and technical staff; coordinating work with other City departments, outside agencies, contractors and consultants.
Confers with the City Engineer regarding project management including: preparing and approving plans, specifications and designs; estimating costs; reviewing construction and capital improvement bids; recommending contracts for award; developing schedules; coordinating inspections; directing payment of project funds; and monitoring projects.
Oversees the technical review of public works projects; preparation of studies and reports related to division operations; develops proposals and recommendations and provides technical assistance to staff members engaged in the performance of a variety of public works engineering projects and programs.
Oversees and provides direction to staff for the procurement of professional engineering services including preparation of Request for Proposals, consultant interviews, evaluation/scoring for selection of most qualified, and negotiation of scopes of services.
Oversees and monitors the performance of contractors and consultants under contract with the City to ensure that work is being done on schedule, within budget, in accordance with the terms of the contracts; inspecting construction sites to monitor progress and to ensure conformance to plans, specifications, and related construction and safety standards.
Assists in developing and administering of the division budget; monitors expenditures; may assist with planning long-range goals, objectives, management systems, organizational structure, and overall direction for the division.
Carries out the implementation of short-term or annual goals, objectives, strategies, projects or programs to ensure efficient organization and completion of work; may assists with directing the administration of various public works contracts, services, grants, programs, etc.; assure compliance with applicable laws and compliance standards.
Coordinates division activities with other departments, divisions and/or outside agencies; responds to citizen inquiries.
Oversees and/or prepares complex, routine and non-routine reports as requested utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports, resolutions and staff reports and makes presentations; relays and interprets administrative decisions, policies and instructions..
May represent the City and/or serves as a liaison and/or member of various committees/teams with other government agencies, private agencies, and professional organizations; and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations and to comply with federal, state and local laws.
Composes correspondence and reports in accordance with standard policies; answers various inquiries; explains policies and procedures; processes routine and non-routine matters independently.
Oversees and/or performs specialized engineering research and complex statistical work on assigned subjects for staff and management.
IMPORTANT JOB FUNCTIONS:
Interacts with a variety of high level individuals, both internally and within the community to provide information, disseminate departmental information, provide technical expertise, and assist in resolving administrative issues.
Oversees engineering staff responsible for providing Encroachment Permit public counter and field inspection services.
Oversees plan check services for public right of way improvements for various residential and commercial developments, utility companies, and other government agencies to ensure that plans meet all requirements.
Assists in following up on inquiries from various agencies, groups, media, etc., regarding department programs and services.
Oversees receipt of grant funds from other government agencies; prepares grant applications, and manages project files to document expenditure of grant funds in accordance with regulatory audit requirements..
Oversees and implements various policies and regulations forroadways, sidewalks, sewers, industrial waste, multimodal traffic operations, traffic signals, street lighting, storm drains, storm water pollution prevention (Municipal NPDES Permit), green streets & low impact development (LID), solid waste collection & recycling, as well as other programs. Revises and/or updates policies and procedures to comply with changes to federal, state, and local law.
Oversees and/or performs complex technical reviews and designs for projects involving roadways, sidewalks, sewers, industrial waste, multimodal traffic operations, traffic signals, street lighting, storm drains, storm water pollution prevention (Municipal NPDES Permit), green streets & low impact development (LID), solid waste collection & recycling, as well as other programs.
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Operates a computer to maintain, retrieve, update, and access a variety of technical engineering data, including Computer Aided Design Drafting (CADD), Geographic Information Systems (GIS), spreadsheets and other applicable software.
Prepares and presents clear and concise oral and written reports and recommendations; communicates effectively, both orally and in writing to the City Council, private and public organizations, boards and commissions, outside agencies, the City's management staff, colleagues, and the public.
May serve as backup for other positions within the department.
Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Bachelor's degree from an accredited four-year college or university in Civil Engineering or related field; and,
Five to six years of full time progressively responsible professional level experience in civil engineering including two years of experience in project management and supervising or leading and coordinating the work of others.
Any combination of education, training and experience which provides the required knowledge, complex, analytical skills, and abilities to perform the essential functions of the job.
