SUMMARY:
Housing for Health (HFH) provides housing and supportive services to Department of Health Services (DHS) clients who are homeless and who have complex medical and/or behavioral health conditions. Since its inception, HFH has expanded to provide a continuum of housing and supportive services to unhoused country residents. HFH is now one of the two largest homeless housing and services entities in Los Angeles County. The Office of Diversion and Reentry (ODR) provides countywide criminal justice diversion for individuals with mental and/or substance use disorders, reentry support services based on individuals’ needs and diversion and development and diversion services for youth involved in the justice system.
The Senior Staff Analyst, Health will serve in a leadership role and will oversee the development and management of training initiatives for California Advancing and Innovating Medi-Cal (CalAIM) and other priority programs and projects for both HFH and ODR. The position will create and maintain the learning and development strategy, vision and direction, both within DHS and with our contracted community service partners. Working across units, the position will assess CalAIM-related training and change management needs and will create and implement robust, comprehensive plans. The position will manage and facilitate the coordination of training, development and capacity building, both internally and externally, and will foster an environment of knowledge sharing.
The Senior Staff Analyst, Health will be responsible for embracing a continuous improvement model for relevant stakeholders, cycling through creation, implementation and improvement sequences to increase effectiveness and clarity.
ESSENTIAL FUNCTIONS:
Training Program Strategy and Development:
- Develop and refine training strategy for HFH, ODR and CalAIM, taking into consideration current practices and both current and future needs.
- Plan, prioritize and develop effective and robust training programs and materials that address priority program and project needs and support capacity building of community services staff.
- Work cross functionally to identify new training and capacity building needs based on new business models.
- Conduct strengths, weaknesses, opportunities and threats analyses of current training content and material.
- Review and revise current policies and procedures around training development and benchmarks.
- Maintain long-term considerations, while managing the short-term work involved in putting together a training program
- Maintain knowledge and stay up-to-date with the latest instructional technologies - introducing the latest and most applicable trends in training and development for inclusion in the overall strategy.
- Manage relationship with training management vendor and provide guidance and oversight.
Training Program Tracking and Evaluation:
- Establish and maintain training metrics to evaluate the effectiveness of training.
- Assess quality of delivered training via evaluation of post-training performance to ensure that training is meeting business needs and improving performance.
- Track training records and develop dashboard reporting.
- Analyze HFH and ODR learning systems and operations to understand the strengths and weaknesses to determine opportunities for improvement.
- Investigate, resolve and escalate vendor problems and develop recommendations for resolution.
- Create, maintain and oversee a library of accessible training materials.
- Perform quality assurance and vendor monitoring of training vendor performance.
Training Program Creation:
- Create and implement consistent training standards utilizing a structured requirements process, in the area of training creation, delivery, analytics and monitoring
- Partner with key stakeholders and liaise with subject matter experts in order to create clear, useful, and comprehensive training programs geared to trainees’ role and responsibilities
- Lead training development, incorporating internal and external resources to provide content, materials, trainers and delivery
- Proactively generate training and learning opportunities.
- Calibrate trainings to ensure the trainings are geared for specific audiences, making regular modifications to programs where necessary
- Coordinate training opportunities to foster an environment of knowledge sharing
Training Program Implementation:
- Provide an array of training opportunities including, direct service provision best practices, professional education, system components, and policies.
- Develop and finalize clear standards and practices for trainers and materials.
- Develop training pathways and materials that target tangible results.
- Effectively communicate with team members, trainers and management.
- Implement, develop and determine documentation and monitoring and reporting requirements.
Training and Experience:
- Minimum of two years of experience working in training and/or capacity building for a health care or health services organization.
- Minimum two years of supervisorial experience.
- Minimum of one year of highly responsible and complex administrative or staff experience at the level of (or equivalent to) a Supervising Administrative Assistant, Assistant Hospital Administrator, Staff Analyst, Health, or higher.
Certificates/Licenses/Clearances
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
