SUMMARY

The Reentry Services Branch within the LA County Justice, Care and Opportunities Department provides programming to serve the needs of people impacted by the justice system. Since 2017, the reentry branch has been awarded funding through the Proposition 47 (Safe Neighborhoods and Schools Act of 2014) Grant Program to provide services to people impacted by justice system involvement with mild to moderate mental health or substance use disorder needs. With the grant funds, the branch developed two programs to service the reentry population: The Reentry Intensive Case Management Services (RICMS) program and the Skills and Experience for the Careers of Tomorrow (SECTOR) job training program. The programs are operated by 30 contracted community-based service providers across LA County. Each provider is required to have a Licensed Clinical Social Worker on staff available to support RICMS and SECTOR program and clinical staff with addressing program participants’ clinical needs and to provide individual or group mental health services to participants as needed.

JCOD is hiring a Senior Clinical Social Worker to be housed within the Reentry Services Branch to provide and coordinate support to clinical and program staff across RICMS and SECTOR providers as well as directly provide individual or group psychotherapy/counseling services to program clients, as needed. The Senior Clinical Social Worker will also provide support to provider staff facilitating cognitive behavioral interventions, Peer Support Specialist services, and other behavioral health programs and services.

ESSENTIAL FUNCTIONS

• Provide clinical oversight and technical assistance to clinical and program staff of community-based service providers operating the Prop 47-funded RICMS and SECTOR programs.
• Support provider staff with conducting initial diagnostic evaluation and screening of program participants, noting behavioral symptoms which may indicate mental health or substance use disorder needs, and providing psychotherapy to clients.
• Provide guidance and monitor providers’ implementation of the California Mental Health Services Authority certified Peer Support Specialist role within the RICMS and SECTOR program teams, focusing on service navigation and one-on-one support for mental health and substance use disorder needs.
• Conduct observations of Cognitive Behavioral Intervention group sessions led by program staff and provide coaching and feedback to facilitators.
• Provide advice and recommendations to the Reentry Services Branch for training Community Health Workers, Career Coaches, Case Managers, peer staff, and other frontline staff in evidence-based practices for improving behavioral health, including Motivational Interviewing and Trauma-Informed Care.
• Provide psychotherapy, crisis intervention, treatment, case management, and other related mental health services to program participants as needed.
• Provide direct social work services to program participants as needed, including referrals, individual, family and group counseling and therapy.
• Provide consultation to the Reentry Services Branch and program provider staff regarding clinical social work policies, procedures, case management and techniques.
• Participate in the formulation of JCOD clinical policies and procedures and in the implementation of programs and services pertaining to clinical social work services for the justice-involved population in coordination with administration and other disciplines.

REQUIRED QUALIFICATIONS & EXPERIENCE

Candidate Qualifications:

• A Master's Degree in Social Work from a graduate school accredited by the Council on Social Work Education followed by three years' professional social work experience, with at least one year working in a setting serving individuals impacted by justice system involvement strongly preferred.
• A current valid license as a Licensed Clinical Social Worker issued by the California Board of Behavioral Sciences.
• If applicable, ability to apply lived experience of justice involvement to inform analysis and design of client-centered programs and services.
• Experience supervising certified Peer Support Specialists is preferred but not required.

• Personal life experience including contact with the justice system that improves the County’s ability to support populations and communities that have historically been left out of decisions about services and policies that impact them.
• Expertise in evidence-based practices for improving behavioral health outcomes and reducing recidivism, such as Cognitive Behavioral Therapy/Interventions, Motivational Interviewing, and Trauma-Informed Care.
• Strong interpersonal skills, desire to work in a fast-paced and team-oriented environment, and ability to collaborate with many levels of a diverse staff.
• Strong organizational skills, including an ability to handle multiple tasks simultaneously, pay attention to details, and meet deadlines.
• Ability to problem solve and make recommendations to processes, policies, etc.
• Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Skype, Outlook, etc.

Certificates/Licenses/Clearances

• A current valid license as a Licensed Clinical Social Worker issued by the California Board of Behavioral Sciences. The required license must be current and unrestricted; a conditional, provisional, probationary or restricted license will not be accepted.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
• Successful clearing through the Live Scan process with the County of Los Angeles.
