The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $873 million and 2,183 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.
The Opportunity:
We are pursuing a qualified candidate to fill a Telecommunications Infrastructure Design Specialist (Information Technology Specialist, ISD) position. The Telecommunications Infrastructure Design Specialist (Information Technology Specialist, ISD) will act as a consultant and provides technical expertise with designing telecommunications projects for all Los Angeles County Departmental projects.
What You Will Do:
Designs telecommunication systems and low voltage systems, conduct site surveys/assessments of new or existing buildings and evaluates existing telecom/IT infrastructure for upgrade or enhancement and interfaces with various LA County departments to gather Telecom/low voltage requirements.
Designs premise cabling in AutoCAD.
Calculates and determines the British Thermal Units of network to determine HVAC capacity.
Prepares Wireless Access Points layouts, designs the layout of the Access Control, Intrusion Alarm and Panic Alarm systems as well as the Paging and Audio-Visual systems.
Prepares rack elevation drawings in the MCR and Telecom room as well as the conduit and cable riser diagrams.
Calculates and determines the equipment required and prepare the MCR and Telecom room equipment, power requirement and grounding system layout.
Reviews telecom/low voltage design drawings, layout and specifications from Design-Build consultants/low voltage designers and provide comments and recommendations to ensure design, layout and specification are in compliance to the latest LA County ISD Telecommunications/Low Voltage Systems standards.
Updates and maintains the LA County Telecommunications/Low Voltage systems standard up to date.
Prepares (BOM) bill of materials/budgetary estimate for the premise cabling and works with various ISD resources for the BOM and cost estimates for the fiber optic/CAT3 cabling, wireless access points, audio-visual and security systems.
Attends construction meetings, project design meetings and interfaces daily with various ISD resources, low voltage contractors, architects, space planners, general contractors and electrical contractors on on-going projects.
Reviews requests for information (RFI's), product submittals and provide comments and suggestions.
Manages customer program budgets worth $2 Million in Telephone Utilities.
Manages all leasing projects and works with CEO leasing office, leasing companies and finance to ensure payments are scheduled and made timely.
Reviews purchase orders (PO's) and invoices for accuracy.
Designs telecommunications infrastructure.
Requirements to Qualify:
Two years of information systems experience, within the last three years, at the level of Los Angeles County's class of Senior Telecommunications Systems Engineer* or higher.**
*Experience at the level of Los Angeles County class of Senior Telecommunications Systems Engineer is defined as designs large and complex telecommunications systems, such as microwave, radio, telephone, voice, video, wireless, and security systems, and data communications.
**Required experience must have been as a technical design engineer responsible for the development and implementation of large telecommunications systems. Such experience must include planning, designing and implementation of low voltage systems, infrastructure design using AutoCAD, customer relations, future phase planning, project administration, evaluation of work products and resolution of technical issues.
License:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Expectations:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.
Our Assessment Process:
First meet our requirements above. After that, our process includes a structured oral interview covering training, experience, and general ability to perform the duties of the position weighted at 100%.
Applicants must meet the requirements and achieve a passing score of 70% or higher on the assessment in order to be placed on the Eligible Register.

Eligibility Information:
The names of candidates receiving a passing score in the assessment will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.
Applications will be processed on an as-received basis and promulgated to the Eligible Register accordingly.
No person may compete for this examination more than once every twelve (12) months.
