The City of Montebello is seeking a collaborative and engaged leader to serve as Human Resources Manager. This position reports to the Director of Human Resources and serves as Department Manager for the City’s personnel and labor relations, as well as providing staff support for the Civil Service Commission, as assigned.
MANAGEMENT RESPONSIBILITY
Plans, organizes, and coordinates the City's personnel and labor relations functions; oversees recruitment and selection, classification and compensation, affirmative action, personnel records maintenance functions & employee benefits administration; develops personnel policies and administrative procedures; provides technical staff support, information, and assistance to the City Council, City Manager, Director of Human Resources, & Civil Service Commission; monitors Federal and State legislation and ensures compliance; conducts investigations related to grievances, claims of harassment, discrimination, and related subjects; participates in disciplinary investigations and makes recommendations regarding the disciplinary process; participates in meet and confer processes with employee representatives, participates in meetings and the preparation of proposals and City Council or Civil Service Commission agenda reports; participates in the preparation & implementation of MOUs; prepares and/or directs the preparation of opinion and salary and benefit studies and reports; organizes and analyzes results of total compensation studies; serves as a liaison with PERS and coordinates retirement procedures and policies, supervises and coordinates benefit administration, including active employee assistance and deferred compensation programs; reviews current benefits for enhancement and cost cutting measures; participates in meetings with benefit providers to discuss rate and other changes; oversees maintenance and conformity of personnel actions with the City's Table of Organization; assesses training needs and participates in the preparation of the annual training plan; approves training courses; develops internal and interagency training programs; establishes and ensures proper administration of personnel rules and policies and notification systems for personnel actions; prepares equal employment opportunity and affirmative action reports; supervises & assigns work to technical, clerical and part-time staff; may attend City Council and Civil Service Commission meetings and make presentations; develops & prepares a Department budget; participates in selection, supervision, evaluation, and job development of Department staff; develops plans and procedures for improving Department services; represents assigned Department functions with citizens, community organizations, and other government agencies; represents assigned functions with City staff and other governmental agencies, as delegated.

Prepare a variety of reports and presentations.
Effectively represent the City's Employee Relations Department with concerned individuals, community organizations, and other governmental agencies.
Establish and maintain cooperative working relationships.
Communicate effectively orally and in writing.
Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Graduation from an accredited "four" year college or university with major course work in public personnel and labor relations administration, public administration or closely related field. A Master's degree is desirable.
Work Background: Five years of progressively responsible and varied professional experience in public personnel and labor relations administration, including three years of experience in a supervisory, managerial, or administrative position.
