The Regional Vice President, External Affairs (RVP) manages UnitedHealth Groups State Advocacy and Growth across multiple states in one regions of the United States. The RVP is responsible for managing 5-7 Vice Presidents of External Affairs and State-based activities to advance key business priorities including coalitions, issue campaigns and external consultants necessary to achieve UnitedHealth Groups advocacy and growth objectives. This individual will oversee the development and implementation of strategies on the companys declared State government advocacy, growth, relationship and reputational priorities and overall business advancement initiatives with key State and local policy makers across her/his assigned region. The position will report to the SVP, State Advocacy & Growth, UnitedHealth Group External Affairs.

Primary Responsibilities:
Leading UnitedHealth Groups State advocacy and growth efforts across assigned States, the Regional Vice President, External Affairs is responsible for:
- Managing effective advocacy strategies to advance the companys State advocacy and growth objectives across assigned region;
- Overseeing State-based efforts to develop, foster, and strengthen relationships with key legislative members, legislative staff and key personnel in State Administrations and relevant Executive Branch agencies including identified Governors, State Legislative Leaders, Attorneys General, State Insurance Commissioners, and Medicaid Directors;
- Directing efforts to influence decision-makers in positions to impact priority legislative and regulatory outcomes;
- Ensuring State External Affairs leaders establish and engage influential third parties including State Associations of Health Plans, industry partners, external coalitions, advocacy groups, thought leaders, and other stakeholders in a position to influence outcomes in States;
- Providing strategic guidance to ensure the development, growth, and success of the State-based coalitions in advancing UnitedHealth Groups strategic and policy objectives;
- Communicating proactively and effectively with leaders in External Affairs, Corporate Affairs as well as key business leaders on declared priorities, opportunities and risks;
- Developing, reviewing and contributing to a wide range of timely written deliverables with the highest standards of professionalism;
- Advancing key Company initiatives in assigned States by developing strategies to ensure Enterprise visibility in Region;
- Building and managing relationships with internal business leaders and partnering with them on Regional advocacy and growth initiatives;
- Stewarding the companys deployment of external consultants;
- Working closely with State External Affairs leaders and the Companys PAC manager to develop and execute strategies to raise internal funds for the PAC, and manage Regional political giving strategies; and,
- Managing State External Affairs Leads with a focus on the growth and professional development of individuals as well as the ongoing modernization of UnitedHealth Groups approach to advocacy at the State level

Required Qualifications:
The successful candidate will have a minimum of 10 years of related experience in government relations, public policy, and/or government affairs. The selected candidate should have experience leading government affairs functions at a high-profile, private and/or public company that serves business markets as well as proven results managing complex initiatives in the private sector. The ideal candidate will be an accomplished leader with a strong track record for managing government relations, corporate reputations and communicating complex issues in the States. Previous experience or background in health care or a highly-regulated environment is desirable. The ideal candidate should have experience working in senior level public sector positions at high levels in a Governors office, State Legislature or in a relevant State Executive branch role.
The Regional Vice President, External Affairs must have strong competencies in strategy, judgment, drive, and execution. S/he should also be/have:
- A proactive, confident, entrepreneurial, creative, enthusiastic and energetic individual who is consistently reliable with proven ability to work well and develop others while driving continuous improvement;
- Detailed knowledge of State legislative, regulatory and administrative processes;
- Executive presence with already established relationships and credibility with policy-makers at the State level;
- Demonstrated expertise and appreciation of business needs as they relate to public policy, State legislative processes, and State policy-making processes;
- Excellent analytical and organizational skills, careful attention to detail and ability to communicate complicated concepts through outstanding written and verbal methods to all levels internally and externally;
- Able to handle multiple initiatives concurrently in a fast-paced and rapidly changing environment;
- Outstanding personal character and high integrity;
- Strong academic and professional records;
- Business acumen and acute political sensitivity; and
- A solid understanding of the key public policy issues, processes, and challenges facing the health care and health services industries.
- An advanced degree such as a JD, MPA or MBA is highly desirable

California, Colorado, Connecticut, Hawaii, Nevada, New Jersey, New York, Rhode Island, or Washington Residents Only: The salary range for this role is $188,000 to $357,600 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
