SUMMARY
Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS). HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County’s effort to address and combat homelessness in the communities residing within the boundaries of the County’s eight Service Planning Areas (SPAs). The Street Based Engagement Team (SBE) administers contracts with Community Based Organizations to deploy Multidisciplinary Teams (MDTs) to engage people experiencing unsheltered homelessness, and supports the operations of the DHS Mobile Clinics.
This position oversees a small team that ensures the effective and coordinated deployment of Street Based Engagement and other County-funded resources in compliance with all contracts, MOUs, other requirements, and stakeholder priorities. The Senior Staff Analyst (SSA) works collaboratively across Housing for Health, other County departments, service providers, City partners, and elected officials to support this increased level of alignment and coordination.
ESSENTIAL FUNCTIONS
- Directly supervise two Staff Analysts and one Staff Assistant.
- Develop and implement a proactive strategy to strengthen HFH collaboration with elected offices, to ensure that HFH strategies and resources are deployed in alignment with the priorities of these offices.
- Work with HFH leadership and other members of the SBE team to ensure community-based providers deploy Multidisciplinary Teams in a manner that is responsive to the priorities of elected offices.
- Participate alongside representatives from the Los Angeles Homeless Services Authority (LAHSA) and the Department of Mental Health (DMH) as a member of the Coordinated Outreach Leadership team.
- Support the coordination of the Mobile Clinic daily deployment schedule to ensure support of encampment resolution and “Service Connect Days” for participants who have moved into Interim Housing from an encampment resolution site.
- Develop and facilitate presentations and trainings about HFH services for elected offices and other municipal partners.
- Participate in regular policy, planning and implementation meetings with key stakeholders, including daily encampment resolution meetings hosted by the CEO Homeless Initiative, and regular meetings with the Mayor’s Office to review Inside Safe encampment resolutions.
- Ensure outreach teams are operationalizing and implementing encampment resolution activities in accordance with collaborative planning.
- Develop and maintain tracking tools to coordinate proactive communications with elected offices and municipal departments. This includes creating tools to support ArcGIS mapping of Mobile Clinic activities, analyzing ORCHID reports to maximize Mobile Clinic efficiency, and reviewing HMIS reports to maintain familiarity with outreach key performance indicators and metrics when meeting with elected offices and other key stakeholders.
- Use all these monitoring and reporting tools to promote equity in the services we are providing and the partners with whom we are collaborating.
- Collaborate with the SBE Associate Director, the Mobile Clinic Medical Director, the Mobile Clinic Operations Program Implementation Officer, leadership across other HFH programs including Interim Housing, Permanent Housing and CBEST programs, and leadership at partner agencies to develop strategies and approaches that align with encampment resolution needs, and other priorities of elected offices and municipal departments.
JOB QUALIFICATIONS
Education/Experience
- 5 or more years of highly complex administrative or supervising experience in the health, housing, social services, or related sectors
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearing through the Live Scan process with the County of Los Angeles.
