The Material Program Manager lead for this position must be a self-starter, capable of developing and achieving program objectives and interfacing with all levels of internal management as well as supplier management. The MPM must be able to lead and influence without direct reporting relationships.
The MPM is the single point of contact interfacing with the Program Office and internal customers; Quality, Engineering, Operations, Finance, and Contracts. S/he will represent the Supply Chain organization on policies, strategies and objectives. The MPM oversees all Supply Chain Management activities needed to meet program requirements and ensures a strong link between various Supply Chain functions including Purchasing/Sub-Contracts, Logistics and Production Control.
This position will work on a hybrid schedule at our El Segundo, CA facility.
Primary Responsibilities:
Leading all programs’ supply chain activities
Advising the program management office and leadership team on material strategies and plans
Developing and managing quick turn proposals
Executing make/buy/where process
Guiding multiple functions on developing Supplier Statement of Work (SSOWs) and ensuring adherence to RTX policies
Developing and executing Material Program Plans
Serving as the liaison between the Program Executive, Program Managers, IPTs and the Supply Chain organization
Represent the Supply Chain organization on policies, strategies, and objectives
Overseeing all SCM activities needed to meet program requirements, and ensuring a strong link within and between various Supply Chain functions, including Sourcing, Logistics, and Production Control
Working closely with Engineering, Quality, and Operations to create a common schedule based on Material Requirements Planning (MRP)
Monitor performance metrics and proactively address program and functional issues
Developing and executing risk/opportunity plans to meet program objectives

Qualifications/Experience Needed:
Must have a minimum of 8+ professional years of relevant work experience in an operations, manufacturing, program, cross-functional, or equivalent environment
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
Effective communicator, able to develop relationships and work with personnel at all organizational levels, functional stakeholders, and internal/external customers
Demonstrated initiative, perseverance, and creativity in problem solving, strategic planning, project and deadline administration, and utilization of business system resources
Excellent problem-solving skills and ability to use data and information to convey a concise message to team members and key team members
Flexibility and agility to work in an undefined development environment where processes and procedures may not always exist
Thorough working knowledge of Microsoft Office; Ability to manipulate and process reports and work artifacts with large amount of data
U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
Must be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
Preferred Qualifications:
Prior experience in proposal writing and supplier management
Earned Value Management Systems Certification / Material Program Management Certification
Prior experience collaborating with all functions to develop Statements of Work (SOW)
Working knowledge of US Government acquisition laws and regulations

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
