Under direct supervision, provides responsive, high quality procurement support and assistance to County employees, outside agencies and members of the public by providing accurate, complete, and up-to-date information, in a courteous, efficient, and timely manner. Performs routine purchasing and contract administration and provides technical and administrative support to assigned contract team. Administers low complexity contracts and conducts informal procurement actions. Advises user department representatives on purchase methods and contract resources. Prepares contract expiration reports and assists contract specialists by issuing contract renewal correspondence and preparing internal and external correspondence. Prepares bid tabulations, reviews, and analyzes results. Conducts informal solicitations and invitation for bids, for less complex procurement actions. Prepares addenda and amendments to bids and contracts as necessary. Performs data entry of contracts in automated purchasing system. Maintains contract files, paper and electronic. Assists contract specialists with receipt and distribution of bids and proposals. Responsible for departmental contract records management/archiving function. Provides administrative support for other areas of the organization as needed. The successful candidate has knowledge of general procurement practices, is an effective communicator committed to delivering high quality customer service. He/She is ethical, reliable, organized, able to multi-task and has analytical skills to implement effective and efficient procurement practices in accordance with County policies.
NOTE: The salary for this position will not exceed the midpoint of the advertised salary range and is commensurate with experience. Fairfax County promotional rules apply.
MINIMUM QUALIFICATIONS:

High school graduation or a G.E.D. issued by a state department of education; plus two years of purchasing or materials management experience, or an associate degree in business administration or related field.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Knowledge of purchasing contract practices and procedures. Ability to compose general contract documents and correspondence. Strong customer service and interpersonal skills. Ability to multi-task, conduct business in a professional manner, and maintain confidentiality. Ability to use sound judgment in making decisions. Ability to compare and analyze costs and specifications. Ability to maintain effective work relationships with contractors, team members, and internal customers. Experience using automated technologies such as databases and Web-based online applications. Experience using Microsoft Office Suite computer software to include Outlook, Word, and Excel.
PHYSICAL REQUIREMENTS:
Visual acuity sufficient to read and understand data displayed on a computer monitor and printed documentation. Manual dexterity to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
