Job Title: Regional Manager/Lead Outreach Coordinator

Zeiders is seeking a Regional Manager and Lead Outreach Coordinator to support the overall operation and success of the BUMED PHOP program for the military reserve community. The Regional Manager supports the contract Program Manager and is the primary remote supervisor for a regional network of Outreach Coordinators providing service delivery at various locations under the Contract.

About this Program: US Navy and Marine Corps Reservists returning from deployments face unique challenges that can cause increased stress in their lives and exacerbate deployment stress injuries The Department of Navy Bureau of Medicine and Surgery’s (BUMED) Psychological Health Outreach Program (PHOP) provides support for US Navy and US Marine Corps Reservists by 1) creating a Psychological Health (PH) “safety net” for Reservists and their families, who are at risk for not having stress injuries identified and treated in an expeditious manner; 2) to improve the overall PH of Reservists and their families; and 3) to identify long-term strategies to improve PH support services for Reservists and their families.

Essential Duties and Responsibilities:

• Helps support PH-related conferences and trainings, including providing information on the PHOP and assisting with presentations.
• Supports Returning Warrior Workshop facilitation.
• Provides information to Program Manager regarding contract performance and compliance.
• Provides input on post workshop, weekly, monthly, and other periodic and required reports.
• Assigns staff to provide workshop services at various locations as required by Contract.
• Establishes and maintains effective working relationship with the local government points of contact.
• Responds to concerns/questions regarding contract performance.
• Attendance at meetings to support the BUMED Program Manager.
• Clinically assess Reservists referred from a Deployment Health Screening, Periodic Health Assessment, Medical Department Representatives, unit Commanding Officer, or other means
• Assist Reservists with Line of Duty determination processing.
• Assist Reservists obtaining needed services either from the Veterans Health Administration, TRICARE, civilian mental health care providers, or other local community services.
• Coordinate with Navy/Marine medical and deployment personnel to identify those Reservists with mental health care referrals and provide support via follow-up phone calls or other means.
• Provide comprehensive follow up procedures for all Reservists referred, especially those seriously injured Reservists with Psychological Health issues.
• Facilitate access to Psychological Health, resilience, and family support resources for Reserve family members.
• Provide timely and accurate documentation for all services provided.
• Present trainings to Reservists on the identification of signs and symptoms of stress related issues, suicide prevention, and other Psychological Health/resilience topics.
• Be part of a rotating after hours telephone watch bill.
• Travel: Local travel is required, up to 50% of the Outreach Coordinator’s schedule. Periodic long-distance travel to conferences and trainings is required.

Supervisory Responsibilities

• Coordination of the respective team’s activities and schedules
• Oversight of the development of program related material and resources
• Primary responsibility for collecting and reporting monthly data requirements
• Providing daily oversight and local supervision of team members and ensure they follow program policies and procedures according to BUMED guidance

Required Qualifications:

• Master’s degree in a social service discipline
• U.S. Licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Mental Health Counselor (LMHC), or Licensed Marriage and Family Therapist (LMFT)
• Three years’ personnel management/staff supervision experience
• Two years’ social service program administration/management experience that included a behavioral health component.
• Previous documented experience working with military personnel, Reservists, and their families.
• Experience providing educational briefings and presentations to small and large audiences.
• Proficient in use of Microsoft Office Suite (especially Outlook, Word, Excel)
• Possess a thorough knowledge of the military organizational structure, mission objectives, function, procedures, regulations, and policy pertaining to the Department of Defense
• Ability to effectively interface and communicate with civilian and military personnel at all levels.
• Valid passport
• Must pass a pre-employment background check.

Preferred Qualifications

• Previous experience working with the PHOP or similar contract
• Prior experience in a supervisory role on a federal government contract

Other Skills and Abilities

• All positions on this contract require a favorably adjudicated Government Background Investigation
• Must be U.S. citizen and speak fluent English.

Physical Demands: Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses a personal computer, telephones, copiers, printers, and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.

Pay Range: $67,000 - $94,100
