MITRE’s Center for Transforming Health (CTH) operates the CMS Alliance to Modernize Healthcare (Health FFRDC), the FFRDC sponsored by the Centers for Medicare and Medicaid Services (CMS) and the broader Department of Health and Human Services (HHS). The Business Operations and Enterprise Program Management Office provides critical support to the Vice President, as well as the operational divisions of CTH, in the areas of contract governance, enterprise operations and reporting, communications and outreach, strategic planning, and development and training of leaders. The Enterprise Program Management Office cultivates and sustains strong relationships with our executive sponsor, drives impact and innovative solutions, and ensures effective and efficient stewardship of the FFRDC.
CTH is seeking a Director, Strategic Business Operations and Enterprise Program Management Office.
Roles and Responsibilities:
Work with Center’s Vice President, Directors, Chief Medical Advisor and Chief Engineer to operate the Health FFRDC with measurable sponsor impact, while ensuring high-quality IDIQ delivery and management.
Build and sustain a strong relationship with the CMS Alliance to Modernize Healthcare executive sponsor and Program Management Office.
Lead efforts, in partnership with the FFRDC Executive Sponsor, to assure effective governance and stewardship of the Health FFRDC, including ensuring compliance with contract requirements at the IDIQ level.
Manage the FFRDC’s 5-year comprehensive review processes to include sponsoring agreement updates and IDIQ level contract modifications.
Demonstrate FFRDC accomplishments and communicate the value and impact of MITRE independent investments in addressing sponsor challenges through strategic communications and production of the Health FFRDC Annual Report.
Lead efforts to develop FFRDC metrics and reports that allow the Health FFRDC Executive Sponsor and CTH leaders to effectively manage and make decisions; ensure appropriate data collection processes are in place to support required reporting.
Work with Center’s Vice President and Directors to lead the development of the center’s annual strategic plan and measures.
Shape and manage the CTH Alliance of partners and subcontractors to ensure we have the best team in place to meet current and future sponsor challenges.
Grow our team that is serving our Health sponsors to ensure CTH as a great place to work by facilitating a strong culture of innovation, collaboration, and knowledge sharing. Deliver training as necessary to build skills and knowledge on operational processes and leadership competencies to deliver high impact results to our sponsors.
Build strong, positive working relationships across CTH leadership teams, and across MITRE business partners, MITRE labs and other Program Management Offices across the MITRE enterprise.
Develop and implement process and system improvements across the enterprise that drive efficiency, improve quality, and enhance delivery.
Accountable for managing and leading business operations and people, including operational processes, project and/or organizational budgets, and the mission results of the people.
Self-starter, organized, and able to manage both MITRE’s relationship with our Executive sponsors and the FFRDC Steering Group’s priorities.
Demonstrated ability to excel in a fast-paced, high-volume environment and pivot rapidly to address shifting priorities.
Establish, organize, and execute Health Symposiums and Advisory Committees.
Prepare MPS Advisory Committee and MITRE Board of Trustee Input.
Basic Qualifications:
Typically requires a minimum of 15 years of related experience with a bachelor’s degree; or 12 years and a master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.
Ten years’ experience leading programs or projects for an FFRDC or related experience.
Seven years of people management experience across multiple disciplines.
In depth Knowledge of the Department of Health and Human services, mission, and strategy.
Track record of senior/executive sponsor-facing execution and delivery excellence.
Experience working with or overseeing PMO and operational functions such as: data use agreements/general data management activities; access to government facilities and online resources (badging/systems access); conflict of interest; and finance functions (supporting invoice preparation).
Experience with shaping work under and/or administering task order activity under IDIQ contracts, including knowledge of contracts and task orders.
Experience in a role/position involving contractual compliance, governance, and/or large-scale program management.
Accomplished liaison with expertise in collaborating with subject matter experts (SMEs) from diverse backgrounds, demonstrating a strong track record of successful partnerships.
Demonstrated ability managing or leading matrixed teams with diverse skill sets to deliver across a broad range of technical requirements and deliverables, including demonstrated ability to conceptualize and guide development of high-quality, impactful technical products aligned with FFRDC roles & strategy.
High emotional intelligence in working with sponsors and team members at multiple stages of career and professional experience.
Exceptional communication, collaboration, and interpersonal skills (external/sponsor-facing and internal)
Demonstrated ability to independently deliver technical products.

Track record of successfully managing projects as a Project Lead or Department Manager
