Position Information
This Assistant Deputy is responsible for overseeing the day to-day operations within the Office of the Commissioner of Revenue (COR), Business Tax (business license, business tangible property, meals taxes, and others) Division. The employee reports to and acts as the Deputy Commissioner in his/her absence and assists the Deputy to develop and implement long and short-range plans and scheduling of comprehensive tax programs for the Division. This employee provides day-to-day supervision and training to staff; manages special projects; provides technical expertise and information updates regarding new or amended tax laws to staff, the public and other County government staff; and resolves complex tax issues.
Specific duties include:
Assisting in the development and implementation of technical guidelines that interpret complex tax codes and are used to determine tax liabilities for businesses and individuals;
Assisting in the development of auditing, field inspection and automated systems, procedures and standards to ensure compliance with the law and tax assessments;
Directing and administering the annual audit program, including identifying project goals and monitoring progress; creating, assigning, and monitoring the audit candidate selection reports and final audits selected;
Assisting in or directing the preparation of statistical and operational reports and maintaining statistical information concerning the work or status of the program;
Researching accounts and reconciling with the Treasurer's Office in instances where customers have large credits (payments) but no tax assessments; reviewing and processing bank franchise returns; reviewing, analyzing, and distributing Virginia sales tax reports and Virginia income tax filings (Schedules C and E);
Assisting in establishing and enforcing office policies and procedures; recommends changes as necessary; sets standards of customer service for the Division that reflect the goals and objectives of the Commissioner of Revenue's Office;
Administering human resource management responsibilities;
Assisting the Business Tax Deputy with the Arlington County IT department to leverage technology and IT systems to facilitate process improvements;
Maintaining liaison with County Departments, State, Federal and County officials, advising Fiscal Analysis Division of revenue flow, and exchanging ideas with taxing officials in other jurisdictions;
Consulting with customers, resolving tax, legal and fiscal issues, involving investigation, research and recommendations; and meeting with taxpayers regarding escalated issues;
Meeting and providing answers to tax payers' concerns regarding sensitive issues such as County policy and existing, new or planned programs; and
Meeting with business representatives to disseminate information concerning the County's tax program and to encourage full, voluntary cooperation.
Selection Criteria
Minimum:
Bachelor's degree in business administration, public administration, or related field, including some accounting courses; and
Significant responsible experience in tax work, including working with Federal, State and local government laws, planning, implementing, and evaluating work systems, and performing liaison work with government officials and citizens.
Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.
Desirables: Preference may be given to candidates with certifications such as: Project Management Professional (PMP), Certificate in Leadership Excellence (CLE), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Business Analysis Professional, Certified Public Manager (CPM) and experience in one or more of the following:
Monitoring the work of professional staff;
Managing process improvement work;
Virginia and Arlington County tax code interpretation and application;
Conducting tax field audits; and/or
Monitoring and evaluating customer service processes.
Additional Information
Work Hours: Monday through Friday 8:00 am to 5:00 pm. Telework available for this position.
Work Type: The Arlington Commissioner of Revenue offers a hybrid work environment and generally permits employees to work in part remotely. The individual in this position should be prepared to initially spend most of their work hours on-site at the Commissioner’s office in Arlington and would be eligible for hybrid work in the future as appropriate.
