Job Abstract

Conducts research and analysis on energy use, projects, issues, activities, and policies under the general supervision of the Division Manager, Energy Programs, to support the Energy Programs team and the work of the Office of Environmental and Energy Coordination (OEEC). Specific duties include but are not limited to:

• Performs a lead role in monitoring, analyzing and evaluating county government energy data with the goal of reducing energy use and utility costs as described in the county's Operational Energy Strategy.
• Uses software such as EnergyCAP to track and report on energy use in county government buildings.
• Creates complex graphs, dashboards, and reports to provide information to the OEEC, county departments, the Board of Supervisors, and the public on energy use and energy efficiency projects and renewable energy use.
• Collects, analyzes, and presents comprehensive energy data to compile greenhouse gas emission inventories for county operations and the community as a whole.
• Collaborates closely with other county agencies to collect data, observe useful trends, and improve data processes.
• Performs a variety of fact-finding techniques (e.g., interview, case analysis, observation, research, benchmarking) to gather information related to county energy use.
• Aggregates and assimilates data to identify major patterns, trends and themes regarding energy use and cost.
• Assists the Energy Programs team in identifying and tracking energy efficiency upgrade projects and renewable energy use in county facilities.
• Supports other OEEC initiatives, including those related to greenhouse gas emissions, clean energy, outreach, community planning, and resiliency.

• Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
• May supervise administrative and paraprofessional staff;
• Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
• Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
• Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
• Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
• Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility;
• Prepares reports and presentations of analysis and findings.

• Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
• Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
• Ability to train, lead, and/or supervise paraprofessional staff.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

UNDERFILL REQUIREMENTS:
This position may be underfilled as a Management Analyst I (Grade S21; $57,382.00 - 95,636.11). BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

• The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

• Three or more years of experience analyzing and evaluating utility billings and energy project data.
• Experience using EnergyCAP or another utility bill-tracking software.
• Experience conducting professional-level research and analysis for the purposes of developing recommendations to reduce energy use and/or cost.
• Experience managing a database and using various types of software for data analysis.
• Experience performing a variety of technical work related to energy data monitoring, analysis, and evaluation, including statistical analysis.
• Experience working with local government entities.
• Ability to communicate effectively orally and in writing, including the ability to write detailed, accurate memoranda, reports, presentations, and other documents.
• Understanding of basic energy engineering principles such as units of measure, unit conversion, and simple calculations.
• Strong Microsoft Excel, Word, PowerPoint, and Power BI skills.
• Certified Energy Manager.
