The City of Pasadena's Transportation Department has an exciting opportunity for an enthusiastic, motivated, detailed-oriented Management Analyst I (Transit Analyst) to have an integral role in our Transit Division and in providing excellent public transportation services to the community and the region.
The ideal candidate will be highly adaptable, flexible, tech-savvy, customer focus, and have great interpersonal and communication skills, should be customer service-oriented. The Management Analyst I (Transit Analyst) will include the review and preparation of reports, data input, detailed review and auditing of data, assist in the preparation of procurements, assist in development of grant applications, engage in customer service and public events, and may conduct field work. This position will also be involved in the management of public transit fleet infrastructure, vehicles, and other capital assets.
The successful candidate will enjoy diving into and analyzing a variety of different types of data and performing other work to support our transit programs.
Essential Functions

Assists in coordination and review of reports to maintain oversight on new and existing zero-emission infrastructure and new and existing vehicle assets.
Assists with the development and review of contracts, procurements, preparation of reports and grant applications.
Assists in developing, monitoring and updating the Capital Improvement Program (CIP).
Assists with the coordination of asset management/fleet planning and reporting.
Assesses, monitors, and reports on compliance with transit funding requirements, including on-going detailed review and tracking of operational and vehicle asset data.
Prepares and monitors Los Angeles County Local Return sales tax program required forms and reports, per Proposition A, Proposition C, and Measure M and R Guidelines, and other applicable transit funding requirements.
Coordinates efforts associated with, and prepares documentation for, National Transit Database (NTD) and Local Return audits, including coordination with Transportation Department staff, Finance Department staff, Los Angeles County Metropolitan Transportation Authority (Metro), auditors, and transit services contractor.
Coordinates, monitors, and reports on contracts and agreements with other agencies, including Metro, Access Services, Los Angeles County, among others.
Monitors and evaluates budgets; performs on-going revenue and expenditure monitoring; monitors fund accounts; conducts revenue and expenditure forecasting and research.
Assists in analyzing and tracking transit operations data and providing performance measure reports.
Identifies grant opportunities, writes grant applications, monitors grant expenditures, provides grant administration and required reporting.
Tracks invoices related to funding agencies, grants and contract/consultant services.
Assists in the preparation of agenda reports on items that will be presented to the City Council, Finance Committee, etc.
Represents the City at community, interdepartmental, interagency, and professional meetings/events.
Coordinates with the transit services contractor.
Performs customer service activities with the public on the phone, in writing, at events, and in person at the office or in other settings.
Assists with marketing activities.

Qualification Guidelines
Bachelor's degree in business or public administration, finance or a closely related field and some analytical experience.
Candidates with a Masters degree in business or public administration, finance, planning, transportation planning or a closely related field and some analytical experience will be deemed most qualified.
Experience in public transit, performance data, budgets, grant writing, and fleet and/or capital assets will be deemed most qualified.
Selection Process: The selection process may consist of any combination of training and experience evaluation and the most highly qualified candidates may be invited to take a written exam, participate in an oral interview panel, and a department interview with the hiring manager.
