Job Abstract

The Anaheim Police Department is looking for a Senior Criminal Research Specialist or Criminal Research Specialist to assist the Investigations Division. This position will be assigned to the newly created Organized Retail Theft team. The primary mission of this team is to proactively impact and investigate crimes related to organized retail theft, identify suspects and crews involved in retail theft, partner with the businesses and community who are impacted by these crimes, partner with other local, state, and federal agencies who are also plagued with these crimes, and provide awareness and prevention to assist in decreasing the amount of retail thefts. The Senior Criminal Research Specialist or Criminal Research Specialist will be integrated into the team and directly report to the Sergeant who oversees the Organized Retail Theft unit.

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Criminal Research Specialist

• Researches, compiles analyzes data, maps crime trends and patterns; makes recommendation of possible solution to criminal investigative problems; and assists patrol, investigative and administrative staff in planning the deployment of resources for the prevention, intervention and suppression of criminal activities.

• Confirms accuracy and reliability of data through investigation and research.

• Enhance department capabilities by preparing analytical and/or statistical reports. Effectively communicates report findings both orally and in writing.

• Develop crime mapping and analysis of spatially referenced data such as police reports, calls for service, parolees, sex registrants, etc.

• Respond to citizens, local businesses, city council, etc. regarding local crime problems.

• Establish and maintain contacts with counterparts in other law enforcement agencies and attend all relevant schools and training to keep current with technology and analytical investigative techniques.

• Perform related duties and responsibilities as required.

• Plan, prioritize, assign, review and lead the work of staff responsible for providing crime analysis information.

• Assist and facilitate the work of staff in the review and analysis of crime reports and related criminal data to identify and evaluate crime series, trends, and patterns.

• Coordinate and lead the work of staff in analyzing and evaluating criminal intelligence information.

• Assist and train staff in the proper use of crime analysis computer applications, various spreadsheets, and databases.

• Assist and train staff in automation tools and methods for generating, organizing and displaying a wide variety of complex statistical and other research data, electronic spreadsheets, word processing, presentation software and Geographic Information System (GIS) technology

• Design and develop crime analysis techniques and methodologies to improve work practices and interface effectively with existing operating systems.

• Research, compile, analyze data, map crime trends and patterns; make recommendations of possible solutions to criminal investigative problems and assist patrol, investigative and administrative staff in planning the deployment of resources for the prevention, intervention and suppression of criminal activities.

• Prepare comprehensive written reports, presentations, maps, and charts based on research, collection, and analysis of intelligence data.

• Develop and maintain manual and automated systems for storage and retrieval of crime information; recommend new projects or alternate courses of action to achieve program and operational criminal activity.

• Evaluate available information and determine analytical methods to be used; research and prepare comprehensive crime data reports and studies.

• Respond to citizens, local businesses, Mayor/City Council members and internal staff regarding local crime problems.

• Collaborate with representatives from other government and intelligence organizations to share information or coordinate intelligence activities.

• Perform related duties and responsibilities as required.

Criminal Research Specialist

Experience: Performing research and analysis relative to criminal activity and statistics; analytical report writing; manual and automated data entry and retrieval of analytical data

Knowledge of: Principals and practices of administrative and operational analytical/statistical analysis and research; computer databases, electronic spreadsheets, word processing, presentation software, statistical applications, and Geographic Information System (GIS) technology; criminal investigative procedures; statistical data collection.

Ability to: Read and interpret data; to learn and effectively utilize new computer technology; to apply the principals and techniques of deductive and inductive reasoning to analyze and determine significance of data gathered through research; communicate clearly and concisely both orally and in writing; establish and maintain effective liaison with department officials, city employees, representatives of government jurisdictions, private organizations, and the public.
