The Anaheim Police Department is looking for a Senior Criminal Research Specialist or Criminal Research Specialist to assist the Investigations Division. This position will be assigned to the newly created Organized Retail Theft team. The primary mission of this team is to proactively impact and investigate crimes related to organized retail theft, identify suspects and crews involved in retail theft, partner with the businesses and community who are impacted by these crimes, partner with other local, state, and federal agencies who are also plagued with these crimes, and provide awareness and prevention to assist in decreasing the amount of retail thefts. The Senior Criminal Research Specialist or Criminal Research Specialist will be integrated into the team and directly report to the Sergeant who oversees the Organized Retail Theft unit.
Salary Range
Criminal Research Specialist: $72,758.40 - $88,441.60 annualized
Senior Criminal Research Specialist $84,593.60 - $102,835.20 annualized
Criminal Research Specialist - Under direction: gathers, researches, and analyzes criminal data and issues. Identifies relevant data and recommends enhancements to proactive and reactive law enforcement capabilities.
Senior Criminal Research Specialist - Perform responsible work assisting law enforcement staff in the analysis of suspected or documented criminal activity; act as a lead worker and participate in complex research and analytical studies involving operations and programs.
Note: The department has sole discretion to appoint at either level depending on the candidate's level of qualifications.
Criminal Research Specialist
Experience: Performing research and analysis relative to criminal activity and statistics; analytical report writing; manual and automated data entry and retrieval of analytical data
Knowledge of: Principals and practices of administrative and operational analytical/statistical analysis and research; computer databases, electronic spreadsheets, word processing, presentation software, statistical applications, and Geographic Information System (GIS) technology; criminal investigative procedures; statistical data collection.
Ability to: Read and interpret data; to learn and effectively utilize new computer technology; to apply the principals and techniques of deductive and inductive reasoning to analyze and determine significance of data gathered through research; communicate clearly and concisely both orally and in writing; establish and maintain effective liaison with department officials, city employees, representatives of government jurisdictions, private organizations, and the public.

Senior Criminal Research Specialist
Experience and Training: performing advanced journey level research and analysis relative to criminal activity and statistics; complex analytical report writing experience supplemented by accredited college course work in criminal justice, statistics, or a related field or official designation as a certified crime analyst through the California Department of Justice (DOJ). An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: advanced principals and practices of administrative and operational analytical/statistical analysis and research; advanced research methods for measuring effectiveness and direction of specific departmental crime programs; advanced criminal investigative and data analysis; crime analysis program and applications; data base structures and query capabilities; elements and restrictions of criminal intelligence; advanced record keeping methods and work flow processes; automation tools and methods for generating, organizing and displaying a wide variety of complex statistical and other research data, electronic spreadsheets, word processing, presentation software and Geographic Information Systems (GIS) technology; common law enforcement practices; Federal, State, local laws and codes.
Ability to: lead staff and coordinate research activities in the Crime Analysis unit; recognize patterns or trends of criminal activity; interpret the significance of various types of criminal analysis; prepare clear, concise, illustrative, and written reports; make independent judgments and function with a minimum of supervision; apply principals and techniques of deductive and inductive reasoning to analyze and determine significance of data gathered through research; use discretion in distributing and disclosing sensitive information; communicate clearly and concisely both orally and in writing; establish and maintain effective working relationships with liaisons, department officials, city employees, representatives of government jurisdictions, private organizations, and the public.

License/Certification Required: Possession of a valid Class C California Driver’s License by date of appointment. Possession of an International Association of Law Enforcement Intelligence Analysts (IALEIA), International Association of Crime Analysts (IACA) and Geographic Information Systems (GIS) Certifications are desirable.
