The examination score will consist entirely of an interview. In the interview, the following competencies may be evaluated: Mathematics, including knowledge of: business mathematics necessary to calculate interest, prices, and yields; Judgment and Decision Making: Analytical Ability; Attention to Detail; Self Management; Stress Tolerance; Interpersonal Skills; Job Knowledge, including knowledge of cash management, cash flow forecasting, immunization of anticipated outflows and subsequent trading of fixed income securities; portfolio construction, monitoring, and rebalancing to match characteristics within assigned benchmark; trading strategies in Fixed Income Market; investment practices and policies such as asset allocation, risk tolerance, level of return, liquidity, and California Code; fixed income portfolio analytics systems, including BondEdge and Bloomberg; fixed income capital markets, including current market valuations (credit spreads to benchmark Treasuries); financial statements in a large organization; rules, practices, and the procedures for conducting the purchase, sale and delivery of Fixed Income securities; valuation sufficient to perform relative valuations against similar securities and asset classes in order to manage the General Pool and Special Funds; investment-related procedures and forms, (e.g., daily trading, portfolio, and cash-flow analysis procedures); and other necessary knowledge, skills, and abilities.

Candidates will be notified by e-mail of the date, time, and location of the interviews, which may be held in Los Angeles or on-line. It is anticipated that the interviews will begin during the period of JUNE 17, 2024 to JUNE 28, 2024.

Because of their considerable responsibility for authorizing substantial expenditures of funds, Portfolio Managers may be required to be bonded at City expense at the time of appointment.
Applications are accepted subject to review to ensure that minimum qualifications are met. Candidates may be disqualified at any time if it is determined that they do not possess the minimum qualifications stated in this bulletin.
A final average score of 70% is required to be placed on the eligible list.
If in accordance with the Rule of Three Whole Scores all applicants are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidates’ City employment application by Personnel Department Staff to ensure that the minimum qualifications have been met.
In conjunction with Civil Service Rules, applicants who are current eligible City employees or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit at the rate of 0.25 of a point for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.

If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage, as well as life insurance) will commence approximately six weeks after your original regular appointment.
