As the Deputy Manager of Maintenance, you will collaborate closely with the Water Recycling Plant Operations team to strategize, schedule, and execute maintenance tasks on critical equipment such as pumps, motors, compressors, centrifuges, and boilers essential for the daily operations of a water recycling plant. Your role will involve leading and developing staff, managing budgets, overseeing maintenance programs, and driving process improvement initiatives to enhance efficiency and effectiveness within the department.

This recruitment is being conducted to fill (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Under direction, plans, organizes and manages one or more functional area in the Maintenance Department including planning, predictive, preventive and corrective maintenance and repair programs related to the Agency's treatment plants, equipment, pumping facilities, distribution and transmission systems and other facilities; provides professional advice to management on the resources required to maintain and upgrade the Agency's assets in a safe, reliable and cost-effective manner that meets all regulatory requirements; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:

A Deputy Manager of Maintenance is responsible for managing staff involved in the maintenance of Agency-operated facilities and assets. Work requires an in-depth understanding of the Agency's systems design, operations and best maintenance practices. Work involves significant accountability for ensuring stable, dependable operation of facilities and equipment in compliance with regulatory requirements. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution.

Employees in this class report to the Manager of Maintenance and manage the work of maintenance personnel.

Deputy Manager of Maintenance is distinguished from Manager of Maintenance in that incumbents in the former class manage particular programs or group of facilities rather than the entire Maintenance Department.

EXAMPLES OF ESSENTIAL FUNCTIONS:

Plans, organizes, controls, integrates and evaluates the work of the assigned sections of the department; with staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; supervises and participates in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.

Manages the performance of assigned staff; interviews and selects new staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; hears and makes recommendations on grievances; subject to management concurrence, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.

Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and Agency's mission, objectives and values regarding teamwork, mutual trust and respect; applies process improvement and quality management principles to assigned areas of responsibility.

Participates in the formulation and implementation of departmental policy, plans and strategy; leads and directs staff and consultants in the development and application of new methods and processes to achieve higher efficiency, quality and innovation in department work processes.

With subordinate supervisors, manages one or more functional area of the Maintenance Department including the development and implementation of preventive, predictive and corrective maintenance programs, maintenance and regulatory compliance, maintenance planning and warehousing; approves maintenance program and replacement recommendations up to predetermined limits; ensures resources are available to complete work including parts, materials, appropriate permits and labor; prioritizes and assigns work; participates in contracting, monitoring and verifying the accuracy and completeness of work performed by contractors in accordance with Agency specifications and standards.

Works with engineers and other departments to resolve potential problems with new installations, construction and equipment replacement programs; participates in developing specifications performance requirements for equipment; contributes to planning for capital improvement and construction programs to enhance and extend the collections systems, water treatment facilities and related systems; coordinates activities with other sections, departments and other agencies.

Conducts or assigns maintenance program analyses relating to departmental or capital projects issues and/or programs; identifies problems, determines analytical techniques and statistical and information gathering processes, and obtains necessary information and data for analysis; analyzes or reviews staff analyses and makes recommendations; identifies areas to improve efficiency and effectiveness including changes in equipment, materials, work flow, training, staffing and technological support; prepares reports and discusses findings with management; develops implementation plans and assists in implementing policies and procedures.

Manages the budget for assigned functional area including assisting in the development and monitoring of budget documents, performing or reviewing research, complex analyses and projections and analyzing trends and expenditures; tracks expenditures against the budget and compiles and analyzes budget variance reports; oversees the processing of purchase requisitions, check requests and the preparation of invoices and billing; manages and maintains inventory.

Provides input into department key performance indicators (KPIs); oversees or develops programs and systems to track and report KPIs; tracks and reports changes, variances and projections versus actuals; reviews and analyzes maintenance data and performance reports to ensure department goals, objectives and standards are being met.

Prepares and coordinates a variety of work reports and records; attends meetings; schedules and maintains mandatory training records for section staff; represents the section/department with other divisions, departments, utilities and agencies; responds to inquiries and complaints from members of the public.

May act as the Manager of Maintenance in the Manager's absence.

QUALIFICATION GUIDELINES:

EDUCATION, TRAINING AND EXPERIENCE:

Graduation from an accredited four-year college or university with a major in maintenance management, business administration, engineering or a closely related field, and at least six years of progressively responsible experience in the design, installation, maintenance and repair of wastewater facilities and systems, at least two of which were at a supervisory level; or an equivalent combination of education, training and experience.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Within 12 months of hire or promotion obtain and maintain one of the following:
Certified Maintenance & Reliability Professional (CMRP) Certification.
Certified Reliability Leader (CRL) Certification.
Certified Maintenance Manager (CMM) Certification.

Possession of the following certifications is highly desirable:
California Water Environment Association (CWEA) Maintenance Technologist Grade IV Certification.
California Water Environment Association (CWEA) Electrical and Instrumentation Technologist Grade IV Certification.
Certified Asset Management Assessor (CAMA) Certification

KNOWLEDGE OF:

Advanced practices, methods, techniques, tools and equipment used in the design, installation, testing, calibration, maintenance and repair of wastewater, recycled water and solid waste processing facilities, collection systems, electrical systems, process control systems, equipment, machinery and vehicles common to a large complex water system.

Practices, documents and terminology used in condition-based maintenance, predictive maintenance and root cause analysis and the performance of all preventive and predictive maintenance on equipment and systems used in wastewater and water utility infrastructure.

Principles and methods of effective maintenance planning and scheduling, inventory control and asset management.

Principles and practices of public administration, including long-range planning, budgeting, purchasing and maintaining public records.

Principles, practices and processes of financial and statistical analysis.

Safety policies, procedures and safe work practices applicable to assignment including OSHA regulations, confined-space entry, lockout/tagout procedures and NFPA 70E arc flash safety.

Applicable federal and state laws, rules and regulations.

Principles and practices of sound business communication.

Research methods and analysis techniques.

Principles and practices of effective management and supervision.

The Agency's human resources policies and labor contract provisions.

ABILITY TO:

Plan, organize, control, delegate, review and evaluate the work of staff engaged in the maintenance of the Agency's systems, facilities and equipment.

Inspect and report on the condition of the Agency's assets.

Evaluate emergency conditions and take immediate corrective action.

Maintain and enforce current safety regulations and safe work practices.

Organize work schedules for continuous, 24-hour maintenance support.

Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.
