Job Abstract

Subcontracts serves as the official face of CACI’s partners, performing negotiations and subcontract management duties in all phases of our Program, from pre-award through closeout, covering our products and solutions through the full development, production, and sustainment lifecycle. The Subcontracts function is a strategic business partner responsible for building lasting relationships and delivering balanced and equitable business deals thus ensuring the long-term, mutual success of the of CACI and its Customers. As such, the ideal candidate will be able to impact business outcomes, collaborate across the business and with other functions, cultivate relationships with DoD, Intelligence, Foreign, and Commercial Customers and shape and draft creative business solutions.

The Subcontracts Program Manager position is fully integrated with the Programs at the CACI location. Based on the position’s requirement to access the portfolio’s classified data and to communicate with customers, this Subcontracts Manager role will be based out of a secure facility (SCIF). The successful candidate will have the flexibility to work remotely from home when SCIF access is not needed to accomplish their responsibilities.

What You’ll Get to Do:  

· Provide government contracting expertise and leadership to the Spectral Program and Subcontracts Administrators

· You will be responsible for the overall Subcontracts Management for a $1.2 B/7-yr contract with 30+ Subcontract Partners on this program, coordinating with your leadership team for oversight and corporate visibility

· Be an active member of an Agile Program Management organization with daily communication with CACI PMO staff

· Build and maintain relationships with the Subcontract Partners Contracting Officers

· Negotiate price, terms, and conditions with clients

· Negotiate NDAs and TAs

· Participate in the development and review of proposals

· Establish excellent working relationships with Program Managers and other internal stake holders

· Conduct OCI screenings

· Perform risk assessments and recommend mitigation approaches;

· Interpret contract terms and handle subsequent issues

· Coordinate with CACI Export team for processing export licenses and documentation

· Actively participate in client meetings and reviews

· Assist Program Management Office with tracking Earned Value for critical subcontractors

More About the Role:

· You will utilize substantial knowledge of applicable acquisition regulations and business judgement and acumen, be involved in and supervise complex subcontract agreements, and post award negotiations.

· You will oversee CACI subcontracts, Cradle-to-Grave. You will be responsible for negotiating NDAs, soliciting subcontractor proposals and negotiating subcontractor rates and terms. You will oversee administering Task Order actions including issuing subcontract awards, handling subcontract management related issues, small business reporting, and supporting contract closeout activity. Other duties will include working with DCMA to preserve our Approved Purchasing System, and maintaining the procurement-related corporate system P2P.

You’ll Bring These Qualifications:

· 7 years of professional experience working as a subcontract administrator/manager in positions of progressive responsibility, including a depth and breadth of knowledge in RFP and subcontract preparation, Federal and Defense Acquisition Regulations including the implementation and integration of changing acquisitions regulations.

· Progressive experience in working and collaboratively resolving subcontract issues with internal and external customers.

· US Citizenship is required and the ability to obtain a TS/SCI security clearance.

· Proven experience leading and building a team.

· Excellent written and verbal communication skills.

Bachelor’s Degree in Business Administration or Liberal Arts or the equivalent experience (six years for a total minimum of 16 years experience).

· TS/SCI clearance eligability

These Qualifications Would be Nice to Have:

· Successful execution of sole source and single source subcontracts

· An MBA or equivalent

· PMP Certification

· 10+ years of experience

· Current TS/SCI clearance
