This position provides regional oversight of operations and ongoing development, improvement and implementation of operational strategies across primary care departments; accountable for implementing growth strategy, establishing benchmarks, driving operational effectiveness, managing risk, and reporting in areas of responsibility. This position intensively and intentionally collaborates with clinical operational leaders and Regional Medical directors in respective employed groups and affiliate clinician (IPA) networks. They will partner with care delivery operational (CDO) leadership teams to drive performance of value-based initiatives to improve operational and financial performance across the geography, running an integrated delivery network that balances patients, clinicians, internal, and external stakeholders. This position will oversee a regional team of highly qualified managers across multiple sites and functions.
Primary Responsibilities:
- Engaging leaders for successful implementation of strategic plans for value, risk, affordability, growth, quality, and patient / teammate engagement initiatives as aligned with the quadruple aim and patient-centered clinical care
- Partner with executive leadership team to get strategic guidance on regional clinical strategy, bring clinician voice, and co-create strategy & performance plans
- Coaches and mentors directors and managers to develop a culture of continuous feedback, recognition and improvement, driving accountability and standard work; selects and develops future leaders
- Provides effective leadership by collaborating internally and externally, engaging care management leaders and other stakeholders to coordinate across clinical functions and shared services
- Executes strategies and leads operational delivery patient care across Lines of Business
- Directs others to resolve business problems that affect multiple departments
- Culture: Works with leaders to ensure a patient centered approach to clinical care across all Lines of Business/ sites
- Quality of Service Management: Provides support and oversight of service quality, including patient satisfaction, access, service offerings, and hours of operation, to meet patient needs and improve care model
- Co-create with CDO, plans to meet regional performance goals around access, risk adjustment, quality, growth, productivity, staffing model, cost, IOI
- Collaborates with Medical leadership and staff to enhance the continuum of services available within the service line; oversees system wide evaluation of processes and practices to determine need for change to accommodate shifting business requirements
- Monitor & communicate performance for CDOs for their service line operations and partner with and inform CDO clinical operations structures
- Responsibility for development and annual review of in-year and Multi-Year strategic plan for service line that aligns with Optum Strategic Direction and partners with CDO medical leadership to develop implementation plan
- Engage CDO based leaders to develop glidepaths and tactics to execute on regional strategy & co-create care solutions
- Leads business development and contracting efforts
- Collaborates with other geographies to share best practice

Required Qualifications:
- 7+ years of leadership experience
- 5+ years of management experience in a healthcare setting
- Experience in Medicare Advantage risk adjustment programs
- Experience leading teams to develop analytics and data analysis critical to the success of the organization
- Experience conducting root cause analysis and identifying optimum solutions
- Intermediate level of experience with Microsoft Suite
- Proven ability to effectively direct preparation of various financial analysis and data mining activities
California Residents Only: The salary range for California residents is $147,300 to $282,800 annually.
